Arxan Hushitu Port

Arxan Hushitu Port is located within the territory of Adun Chulu Sumu in Xin Barga Right Banner, at Boundary Marker No. 1495 on the China-Mongolia border, corresponding to the Kabirga Port in Dornod Province, Mongolia. It is 82 kilometers from Altan Emel Town, the seat of Xin Barga Right Banner, and 120 kilometers from Choibalsan, the capital of Dornod Province, Mongolia.

On March 11, 1992, the State Council approved Arxan Hushitu as a Category I seasonal port (open 20 days per quarter) through Document No. 25 (1992), and it officially opened to Mongolia on June 24 of the same year. As cross-border openness to Mongolia continued to expand, the seasonal opening of Arxan Hushitu Port could no longer meet the needs of political, economic, and cultural exchanges between the two countries and regions. After extensive efforts and negotiations during the “Third Round of China-Mongolia Talks on Ports and Border Management Agreements,” the governments of China and Mongolia officially signed the “Agreement Between the Government of the People’s Republic of China and the Government of Mongolia on China-Mongolia Border Ports and Their Management System” on July 5, 2004, which came into effect on September 28, 2004. The Agreement stipulates that Arxan Hushitu Port is open annually from January 6 to 25 and from April 1 to October 31, extending the opening period from the original 80 days to 234 days.

On April 1, 2005, Arxan Hushitu Port officially transitioned to a centralized opening schedule. The opening of Arxan Hushitu Port has significantly promoted exchanges and cooperation in tourism, border trade, and other fields between the two countries and regions, ushering in a new wave of political, economic, and cultural development between China and Mongolia. It has injected new vitality into local economic and social development, facilitated the flow of people, goods, information, and capital, and contributed to the advancement of local economies and the stability and tranquility of border areas.

In recent years, the local Party committee and government have prioritized the development of port economy as a key measure for “revitalizing the border, enriching the people, and strengthening the banner.” Leveraging the advantages of the port, they have vigorously developed border trade. The once remote and isolated border town of Altan Emel has gradually become the second-largest import-export commodity distribution hub and a major port town for trade between China and Mongolia.

Going forward, Xin Barga Right Banner will continue to follow the principle of synchronizing port construction with economic development, enhance port functionality, strengthen port management, improve port services, and strive to build a comprehensive modern international transportation corridor. This will establish the port as a second flagship of Hulunbuir’s openness to the outside world, making a positive contribution to enriching the people, revitalizing the border, strengthening the banner, and fostering neighborly relations.

Altan Emel Town: The seat of Xin Barga Right Banner, Altan Emel Town, is the political, economic, cultural, and transportation hub of the entire banner. “Altan Emel” means “Golden Saddle” in Mongolian. It is 118 kilometers from Manzhouli and 82 kilometers from Arxan Hushitu Port. Covering a total area of 1,543 square kilometers, the town administers five neighborhood committees and six Gaqa Party branches, with a population of nearly 20,000 comprising 11 ethnic groups including Mongolian, Han, Daur, Ewenki, Oroqen, Hui, and Manchu.
