The Memorial Forest of Chairman Liu Shaoqi is located 5 kilometers from the downtown area of Tulvhe Town and enjoys convenient transportation. On August 2, 1961, the Vice Chairman of the CPC Central Committee and President of the country—visited the Tulvhe Forest Area in the rain, personally tending to the artificially planted saplings here. He also gave important instructions on the development of China’s forestry industry, as well as natural regeneration in the Greater Khingan Mountains and afforestation on sunny slopes. In 2001, the 40th anniversary of the comrade’s inspection of the forest area, the Tulvhe Forestry Bureau rebuilt the “Monument to Chairman Liu Shaoqi” to commemorate the care that the older generation of proletarian revolutionaries showed for the people of the forest region. Walking up the stone steps toward the monument, twelve white marble guardian lions surround the stone tablet. Nestled among green hills and trees, the site inspires deep reverence. Forty years later, the saplings planted back then have grown into towering trees.

Born on November 24, 1898, in Ningxiang County, Hunan Province. As a child, he attended a traditional private school (a type of old-style elementary school in China) and graduated from middle school in 1919. He joined the Chinese Socialist Youth League in 1920.

In 1921, he went to study at the Communist University of the Toilers of the East in Moscow, Soviet Union, and joined the Communist Party of China the same year.
