The Sailor's Pavilion is located on Zhenhai Road. It is a double-eaved octagonal pavilion with a pointed roof, covered with green glazed tiles. Eight white stone pillars stand in the center, and the floor features a black anchor emblem of the Chinese Seamen's Industrial Union, made from pebble aggregate. The Sailor's Pavilion commemorates the historic achievements of the 1922 Hong Kong Seamen's Strike.

In the early 20th century, Chinese seamen in Hong Kong suffered exploitation and enslavement by imperialists and foreign capitalists. The harsh realities of their oppression drove them to unite in struggle. In early 1922, under the leadership of comrades such as Su Zhaozheng and Lin Weimin, Hong Kong seamen launched a general strike involving over 100,000 workers, with more than 10,000 returning to Guangzhou. As a result, Hong Kong was temporarily paralyzed. After 56 days of struggle, the sensational Hong Kong Seamen's Strike achieved victory. To commemorate the strike, Hong Kong seamen built a road in front of Zhenhai Tower during the strike period, naming it “Sailor Road,” and decided to construct the Sailor's Pavilion on the eastern side of Xiaopanlong Hill. Due to insufficient funding at the time, the project was not completed until 1930, when the Guangdong Seamen’s Branch raised enough money to begin construction. The pavilion was finally completed in 1932.
