Located at No. 17, Penglai Road, Gushan District, Kaohsiung City, at the end of Qixian 3rd Road, Kaohsiung Harbor Fisherman's Wharf is close to Shoushan, Sizihwan, and National Sun Yat-sen University, facing Cijin District across the water. It forms part of an emerging tourist route and has become a highly distinctive harbor-themed leisure destination.

The Kaohsiung Harbor area has long been a restricted zone. Kaohsiung Harbor Fisherman's Wharf is situated at Pier No. 2 of the Penglai Commercial Port, which it belongs to. Originally used as an area for bulk cargo handling and warehousing, the site was formerly home to Kaohsiung Harbor Stacks No. 2 and No. 2-1, providing storage for service vessels, passenger ships, and general cargo ships. Due to the automation of container operations and changes in trade patterns in recent years, economic returns have gradually declined. Coupled with growing public expectations for the integration of the harbor and city, and broader trends favoring such a move, the area has been opened up for private sector management.

Kaohsiung Harbor has long been one of the world’s top ten container ports. Its warehouse interiors have now been renovated into themed restaurants and beer bars, while the wharf area features maritime-themed amenities such as shaded sails, timber boardwalks, landscaped ponds, and performance stages, all designed to complement the waterfront views.
