Pingluo Tianhe Bay Yellow River National Wetland Park is a national-level wetland park.

The Tianhe Bay tourist area is located within Pingluo County, on the western bank of the Yellow River, east of Binhe Avenue. It has a planned area of 9,300 mu, a radiation area of 100,000 mu, and an estimated total investment of 150 million yuan.

The entire Tianhe Bay tourist area is laid out according to the plan as one axis: the cultural landscape development axis; two belts: the riverside landscape leisure belt and the Yellow River cultural tourism belt; and four zones: the Jiangnan on the Frontier Cultural Museum Zone, the Elaeagnus angustifolia Forest Leisure & Resort Sports Zone, the Yellow River Wetland Leisure Experience Zone, and the Yellow River Ecological Forest Sightseeing Experience Zone.

Jiangnan on the Frontier Cultural Museum Zone: The Jiangnan on the Frontier Museum currently under construction is the iconic building of the entire scenic area. It stands 42.05 meters tall, with a construction area of 6,403.4 square meters. This four-story above-ground building features Ming and Qing architectural styles, and houses three museums that will showcase the historical evolution of Jiangnan on the Frontier through various forms of presentation. The Jiangnan on the Frontier Cultural Museum Zone includes Yongle Old Street, Tianfu Literature Garden, Helan Famous Garden, Huile Homestead, and Red-Green Liupan. Yongle Old Street is located alongside the existing 1.9-kilometer-long Tianhe Bay landscape waterway. Its buildings are made of wood, and it offers a quaint historical and cultural ambiance through specialty tourist souvenir workshops, local delicacies, calligraphy and paintings by famous artists—fully displaying the history, culture, cuisine, and folklore of old Pingluo. Visitors can also take boat rides to enjoy the wetland scenery of this miniature Jiangnan on the frontier. Helan Famous Garden, Red-Green Liupan, and Huile Homestead are primarily located around the map-shaped landscape waterway of Ningxia. Helan Famous Garden features a courtyard-style main building complex and serves as a multifunctional cultural, leisure, and business complex. Huile Homestead adopts the architectural style of the Hui ethnic group to create a food and leisure resort area. Red-Green Liupan is a grand exhibition courtyard showcasing the cultural flavors of southern Ningxia. The extension of the Jiangnan on the Frontier Cultural Museum Zone south of Provincial Highway 301 mainly includes landscape gardens such as Sunshine Garden, Chrysanthemum Picking Garden, Lavender Garden, Tamarisk Sightseeing Garden, and Poplar Conservation Forest.

Elaeagnus angustifolia Forest Leisure & Resort Sports Zone: Leveraging the high-quality environment created by the vast reed marshes and Elaeagnus angustifolia forests in the tourist area, this zone develops an Elaeagnus angustifolia Forest self-driving camp and water-island ecological experience site, offering modern and fashionable ways to travel for leisure, vacation, and sports. The self-driving camp has been included in the premium self-driving loop of the Yellow River Tourism Belt in Ningxia. The self-driving camp covers a total area of 116 mu, divided into a standard campsite area (33 campsites), with campsites made from repurposed freight carriages; an ecological campsite area (15 campsites) mainly featuring wooden cabins supplemented by containers; and a wild camping area with tent campsites. Supporting facilities include a management center, a folk performance square, a drive-in cinema, and motor lodges. The water-island ecological experience site is planned as a distinctive leisure facility built on water cabins, and is developed in coordination with the self-driving camp to further enhance its service and reception capabilities.

Yellow River Wetland Leisure Experience Zone: Based on wetland conservation, scientific research, cultural experiences, and enjoyable park exploration, it mainly includes a waterfowl island, a fish fun garden, and a Yellow River wetland science education center.

Yellow River Ecological Forest Sightseeing Experience Zone: Developed in conjunction with the Taole Film and Television Base and the Yellow River Fishing Village, this zone integrates wetland conservation, specialty industries, and landscape creation. It mainly features landscapes such as an Elaeagnus angustifolia forest science protection area, forest belt displays, and a riverside wetland park.
