Shuiqiao Village is located at the foot of the Zheduo Mountain. It is an area inhabited by ethnic minorities, situated in a high-altitude and remote mountainous region. The village stretches along National Highway 318 in a strip-like pattern, 20 kilometers from the Waze Township government and 51 kilometers from Kangding City. The average altitude is 3,700 meters. It is one of the six poverty-stricken villages under Waze Township, with a total of 90 households and 386 residents, including 20 registered impoverished households comprising 68 people.

Since the launch of poverty alleviation efforts, Shuiqiao Village, with the care and support from all levels of society, has fully leveraged its tourism location advantages. It has deeply developed the concept of being the “Gateway to Tibet,” integrating poverty alleviation with rural tourism and the construction of beautiful countryside. By thoroughly implementing the rural revitalization strategy and focusing on the goal of poverty eradication, the village addressed “five major issues,” maintained precise efforts, and launched a comprehensive battle themed around “high standards, high quality, and exemplary development.” This has achieved phased success in poverty alleviation. By the end of 2018, the village had fully met the strict criteria of “one low and five haves” for exiting poverty and “one exceed and six haves” for household poverty alleviation. The per capita disposable income increased from 4,674 yuan at the end of 2013 to 11,200 yuan. Shuiqiao Village’s “metamorphosis” vividly demonstrates the “Shuiqiao Practice” of targeted poverty alleviation, while the bright smiles of its residents write the “Shuiqiao Answer” to successful poverty eradication.

Focusing on “weaknesses in organization,” four projects were implemented to strengthen the Party structure. First, the “Red Party Flags in the Hometown of Love Songs” project was launched, comprehensively advancing the “six standardizations” of grassroots Party organizations: site construction, organizational operations, organizational life, striving for excellence, internal management, and performance evaluation. 1.2 million yuan was invested to renovate the village-level activity center, establishing and improving various rules and regulations. In 2017, the Shuiqiao Village Party branch rose from lagging to advanced. Second, the

“Party Members Helping, Helping Party Members” pairing project was implemented, where seven Party members were paired to assist 18 impoverished households, and two successful entrepreneurs assisted two impoverished Party members. Third, the “Dual Cultivation and Dual Leadership” pioneer project was carried out, developing five successful entrepreneurs as Party membership aspirants and four Party cadres as successful entrepreneurs. Fourth, the “Position Setting and Responsibility Assignment for Non-Positioned Party Members” project was launched, assigning roles such as policy promotion, information feedback, dispute mediation, village affairs supervision, and environmental sanitation supervision to five non-positioned Party members, making their roles more tangible and their exemplary leadership more profound.

Focusing on “dilapidation and deficiencies,” facilities were built with the help of paired assistance. First, in line with the “one low and five haves” criteria for exiting poverty, 1.6 million yuan was invested to build a new 220-square-meter village kindergarten and a 220-square-meter village meeting room. 1.2 million yuan was used to renovate the village activity center (including meeting health clinic and cultural room standards), 1.13 million yuan to install 122 streetlights, and 800,000 yuan to construct the village access road. Through the rental of scenic viewpoints, collective economic income reached 154,000 yuan. Second, in line with the “one exceed and six haves” household poverty alleviation standards, 113,100 yuan was invested in a safe drinking water improvement project; 2.6 million yuan was spent on building household access roads; 2.103 million yuan was allocated for post-disaster reconstruction (new houses for 31 households, reinforcement for 43 households); 110,000 yuan went to building new Tibetan-style homes for four households; 40,000 yuan supported the relocation of one household due to geological disasters; all 92 students attended school, basic medical care, electricity, and radio/TV coverage were achieved. Third, to beautify the village, 1.8 million yuan funded over 1,800 meters of pedestrian walkways for tourists, 500,000 yuan built 1,286 meters of fencing, 500,000 yuan constructed eco-friendly tourism toilets, 2.15 million yuan rebuilt five bridges, 320,000 yuan renovated 64 courtyards, 100,000 yuan built a wishing pool, 400,000 yuan erected a village landmark archway, and 500,000 yuan installed colorful lighting for all village homes.

Focusing on “small, scattered, and weak” industries, strategic paths were identified for cultivation. First, a center was established—focusing on the “Gateway to Tibet” to transform the village’s tourism industry. 5.4 million yuan was invested to build a visitor center, develop a youth hostel, and provide smart tourism facilities, creating a “1+n” homestay reception industry radiation model. Second, scale was expanded—using financial poverty alleviation policies, 57 villagers took loans totaling 3.36 million yuan to develop homestay services. The number of homestay households grew from four to 65, generating about 920,000 yuan in income in 2018. Third, a base was established—through the Dongbo Winery industrial poverty alleviation project, participation in the “Western Zhe Black Highland Barley Base” initiative saw the village plant 463 mu of black barley, adding 138,000 yuan in income.

Focusing on “waiting, relying, and demanding,” a strict reward and punishment mechanism was enforced to boost motivation. First, the “Eight No-Support” principle was upheld. For the eight types of complacent behaviors among impoverished households, a “suspension” mechanism for assistance measures was implemented to compel active participation in poverty alleviation, effectively stimulating intrinsic drive and transforming attitudes from “being helped to escape poverty” to “taking the initiative to escape poverty.” Second, an income growth incentive plan for poor families was introduced. With the paired assistance of Sichuan Trust Co., Ltd., rewards were given based on year-on-year income growth. In 2017, 190,000 yuan in bonuses were issued; in 2018, 162,000 yuan was distributed, benefiting 20 households and strengthening their drive to escape poverty. Third, a youth education promotion plan was executed—families with children in school received base awards according to educational level (primary, middle, high school, university). In 2017, 78,000 yuan was distributed; in 2018, 76,000 yuan was awarded, benefiting 97 students and effectively motivating youth to pursue education.

Focusing on “dirtiness, disorder, and poor conditions,” efforts were made to build a harmonious and beautiful new Shuiqiao. First, environmental governance was strengthened through continuous rectification of illegal digging, construction, hawking, and clutter along National Highway 318. Second, village appearance was improved—advancing greening, beautification, and lighting projects. Officials and residents planted trees and flowers, and cleaned up debris and litter around homes. Third, waste management was enhanced—with 150,000 yuan raised to purchase garbage trucks and place collection facilities, ensuring dedicated management and regular disposal to beautify the village. These efforts continuously guide residents to form good habits, foster positive values, and build a harmonious, beautiful, and prosperous new Shuiqiao.
