Nanao County Martyrs' Cemetery is a cultural heritage site protected at the county level and also serves as a patriotic education base.

Established in 1957, Nanao County Martyrs' Cemetery is situated on the east side of Houjiang Fishing Port in the northern suburbs of Houzhai Town, the county seat, and spans 28,000 square meters. The main structures in the cemetery are four martyrs' monuments: the "Monument to Martyrs Who Sacrificed for the Liberation and Construction of Nanao," the "Monument to Martyrs Who Died in the Battle to Recapture Nanpeng Island," the "Tomb of Martyr Qiu An," and the "Monument to Martyrs Xu Zhiyu and Liu Yiliang." A total of 12 revolutionary martyrs are buried here, and 196 martyrs are commemorated. In 1983, it was listed as a key cultural relic protection unit at the county level, and in December 2002, it was approved by the provincial government as one of the "Second Batch of Key Provincial Martyrs’ Memorial Building Protection Units."

To better honor the martyrs, inspire future generations, and maximize educational impact, the county Party committee and government placed high importance on the project. In 2010, they invested over 200,000 yuan to build a new exhibition hall at the martyrs' cemetery. Through various channels, historical materials, artifacts, photographs, and related information were collected, showcasing historical records about the liberation of Nanao and the recapture of Nanpeng. It provides detailed accounts of the participating military units tasked with liberating Nanao, the casualties inflicted on the enemy and prisoners captured during the battle, as well as the deeds of the martyred People's Liberation Army officers and soldiers and the civilian workers who supported the front. It also describes the heroic sacrifices of Martyr Qiu An and Martyr Lin Xiaofa during the defense of Nanpeng Island; highlights the fierce battle between the People's Liberation Army and supporting civilian workers against the entrenched Kuomintang forces on Nanpeng Island during the recapture operation, including enemy casualties, captured enemies, and the sacrifices made by participating troops, government workers, and civilian supporters. Additionally, it showcases the heroic story of PLA Navy servicemen Xu Zhiyu and Liu Yiliang from the Nanao Naval Observation and Communication Station, who fearlessly sacrificed their lives to rescue civilians during a bus accident that involved a rollover and fire while traveling to Nanao.

Every year before Qingming Festival, the county government organizes all local government officials and employees, stationed military personnel, and primary and secondary school students to visit the martyrs' cemetery to pay tribute to the fallen heroes and engage in revolutionary tradition and patriotic education activities. According to statistics, the cemetery receives nearly 20,000 participants annually, including officials, soldiers, and students. Through these organized commemorative educational visits, the glorious revolutionary traditions are upheld, the patriotic enthusiasm of the people is inspired, the determination of stationed soldiers to defend their homeland is strengthened, and significant social benefits have been achieved.
