Former Site of the Luoyu Reorganization
It is located in Zhongleyu, XueTangbao Village, Guluoshan Township, Sangzhi County, Zhangjiajie City, Hunan Province.
In early July 1928, the Sangzhi local militia forces led by Chen CeXun and Jiang WenZhou, in collusion with enemy forces, launched another surprise attack on Hongjia Pass. Facing overwhelming enemy strength and numbers, the Workers’ and Peasants’ Revolutionary Army suffered several setbacks. He Long gathered the scattered troops in Luoyu (now part of Guluoshan Township) for rest and regrouping. At that time, Chen XiePing, a member of the Western Hunan Special Committee and head of its Propaganda Department, after overcoming numerous hardships, finally found He Long in the rugged mountains. He conveyed to He Long the directive from the Hunan Provincial Committee of the Chinese Communist Party, based on a decision by the Central Committee, to “merge the Northwestern Hunan Special Committee into the Western Hunan Special Committee.” It was also decided to establish the Western Hunan Frontline Committee within the Red Army, with He Long serving as the secretary. To strengthen unified leadership over the Red Army, a reorganization of the troops was carried out. This reorganization is historically known as the “Luoyu Reorganization.”
The Luoyu Reorganization reorganized the Workers’ and Peasants’ Revolutionary Army into the Fourth Army of the Chinese Workers’ and Peasants’ Red Army. He Long served as the army commander, Yun DaiYing as the representative (though he did not take up the post), Huang Ao as the chief of staff, Chen XiePing as the secretary-general, and Wang YiFu as the representative. The army consisted of one division and two battalions, with He Jinzhai as the division commander, Zhang Yiming as the representative, and Wang Bingnan and Teng Shuyun as battalion commanders, totaling 1,500 soldiers.
The Luoyu Reorganization marked a major turning point where the Sangzhi Uprising gradually shifted from setbacks to victory, a new phase in which the Workers’ and Peasants’ Revolutionary Army matured from its early stages, and an important milestone in its transition toward regularization, revolutionization, and militarization.
The original site was built in the late Qing Dynasty as the residence of He Long’s relatives, He Peiqing and He Wenhuan. It faces south and is situated on a northward orientation, consisting of 12 wooden houses covering an area of 343 square meters.
