Puyang Green Shade Park in Yingcheng City is one of the ten major public welfare projects built by the current municipal Party committee and government to achieve the goals of creating a National Civilized City, National Garden City, National Health City, and Provincial Environmental Model City. (Other projects include the construction of the Second Urban Water Plant, the second-phase expansion of the Wastewater Treatment Plant, the Han River Drinking Water Project, the harmless waste treatment project, the renovation of the Old County River, the drainage pipeline project in the old urban area, the sidewalk renovation project on main urban roads, the Puyang Green Shade Park construction project, the land consolidation and village relocation project in the development zone, and the urban village renovation project in the southern part of the city.)

The park stretches 1,600 meters from east to west and 60–190 meters from north to south, covering a total area of 200,000 square meters. The planned direct total investment is 80 million yuan, with an indirect investment of 380 million yuan, to be developed in two phases.

The completed Phase I eastern section covers a construction area of 128,000 square meters, including: 20,000 square meters of roadway, 14,000 square meters of hard pavement, and 94,000 square meters of green space, with a green coverage rate of 73%. The Phase I project invested 41 million yuan, of which: 9 million yuan was for land acquisition and resettlement compensation, 20 million yuan for infrastructure construction, and 12 million yuan for landscaping.

Construction of the park began in June 2013. Based on the local topography, a green belt was created, with the eastern section as the floral crown area and the western section as the tree and shrub area. The entire park features 96 species of trees, shrubs, flowers, and ground cover plants, totaling 1.1 million plants, along with 35,000 square meters of lawn. The park was completed and opened in May 2014. This project is one of the fastest, most cost-effective, and highest-quality construction projects in the history of municipal government investment. The park offers four main functions: enjoying greenery, fitness, leisure, and entertainment, and has been widely praised by local residents since its completion.
