Xinhui Town is situated in the northwest of Hekou District, Dongying City, 30 kilometers from the city center. It borders the Bohai Sea to the north and Zhanhua County of Binzhou City to the west. The town has a total population of 26,000 and covers an administrative area of 730.8 square kilometers. The area is part of the Yellow River alluvial plain, with elevations between 2-4 meters. The terrain is flat, featuring shallow depressions and coastal landforms. From west to east, four major drainage rivers—the Chaohe River, Maxin River, Zhanli River, and Caoqiaogou—run north-south through the area into the sea. It boasts 700,000 mu of shallow beach and tidal flat resources, with a total coastline of 47 kilometers. To the north lies the under-construction Bohai Rim Expressway, which runs through the entire town, connecting to Dongying Port 50 kilometers to the east and Binzhou Dongfeng Port 20 kilometers to the west. To the south, Provincial Highway 312 links the east and west, with the Rongwu Expressway just 20 kilometers away. Transportation is highly convenient. On March 8, 2012, it was listed as one of the third batch of National Reform and Development Pilot Small Towns by the National Development and Reform Commission. On March 30, it was designated as one of the first pilot strong towns by the Dongying Municipal Party Committee and Municipal Government. It has successively won numerous honors, including “Provincial Health Township,” “Provincial Forestry Advanced Hundred-Township,” “Advanced Township in Modern Agricultural Development of the City,” “Provincial Strong Tourism Township,” “Provincial Civilized Village and Town,” “2012 Best Leisure Township of Hospitable Shandong Leisure Carnival,” and “National Ecological Township.”

Based on the overall development strategy of “Ecology-Based Town, Industry-Strengthened Town, and Harmony-Prospered Town,” Xinhui Town actively explores the operational model of “Culture Boosting Tourism, Ecology Winning Markets, Two Routes Defining Layout, and Premium Products Creating Brands.” It vigorously promotes the tourism brand of “Ecological Countryside · Carefree Xinhui,” integrates resources, highlights features, and creates premium products. The town focuses on developing two premium tourism routes: the “Yellow River Old Course Ecological Agriculture Sightseeing Route” and the “Coastal Scenic Tourism Route.” It meticulously plans a variety of cultural experience activities, enhances the influence of the Baizao Garden, Tianhewan Ecological Sightseeing Park, and Zhipeng Rare Birds Sightseeing Park, and through coordinated planning, tailored development, and gradual expansion, constructs a tourism system led by sightseeing and experiences, centered around comprehensive resorts, and associated with leisure and entertainment, sightseeing and picking, practical experiences, and training exchanges. Gradually, it aims to establish a new ecological tourism pattern across the town featuring “a grand coastal scenic area, premium routes along the old course, distinctive features in the north and south, and multiple highlights,” striving to become a tourism destination in the Bohai Rim region that combines ecological leisure with coastal vacations. Currently, the town has been recognized as a “Provincial Strong Tourism Township,” with one national AA-level scenic area, two provincial agricultural tourism demonstration sites, and one provincial featured tourism village. It also features over ten unique tourist spots, such as Miaofeng Green Ecological Sightseeing Park and Tianhewan Agricultural Ecological Sightseeing Area.
