Zoucheng Nishan Mountain Anti-Japanese Martyrs' Park is a cultural relic protection unit of Jining City, a classic red tourism scenic spot, and a patriotic education base.

Zoucheng Nishan Mountain Anti-Japanese Martyrs' Park is located in Quzhuang Village, Chengqian Town, Zoucheng City, covering a total area of over 80 acres, including a construction area of 1,400 square meters. It mainly includes the Nishan Mountain Anti-Japanese Martyrs' Monument, the Nishan Mountain Anti-Japanese Martyrs' Memorial Hall, an Anti-Japanese Children's Primary School, an Anti-Japanese Rear Hospital, air-raid shelters, an Eighth Route Army barracks, a red culture square, a red experience area, a tourist service center, parking lots, and restroom infrastructure. The first phase of the project is expected to invest 15 million yuan and will be put into use in early July 2016.

Erected in December 1943. The monument faces south with its back to the north and is carved from square limestone. The base is square and shaped like a Sumeru pedestal, standing 0.5 meters high, while the main body of the monument is 2 meters tall, 0.40 meters wide at the top and 0.55 meters wide at the bottom. The front is inscribed with the words "Nishan Mountain Anti-Japanese Martyrs' Monument," written by Peng Weisan, then Chairman of the Shandong South Consultative Council. The reverse side (north) describes the glorious history of the anti-Japanese struggle of the Party, government, military, and civilians in Nishan Mountain, Shandong South, and praises the heroic deeds and intense battles of the Nishan Mountain soldiers and civilians against the Japanese invaders. The sides of the monument are engraved with the names and hometowns of 166 anti-Japanese martyrs. The Nishan Mountain Anti-Japanese Martyrs' Monument holds significant historical value for the study of the anti-Japanese war history in southern Shandong. In 1982, a hexagonal pavilion was added at the original site for protection. It was listed as a municipal key cultural relic protection unit of Jining in 1985, and designated as a provincial-level key cultural relic protection unit in 2015. It was recognized as a patriotic education base of Zoucheng City in 1995 and as a municipal-level patriotic education base of Jining in 2015. The Nishan Mountain Anti-Japanese Martyrs' Monument is among the earliest of its kind in the province, and even quite rare nationwide.

In the autumn of 1939, Comrade Luo Ronghuan, Political Commissar of the 115th Division, Commander and Political Commissar of the Shandong Military Region, followed the instructions of the Eighth Route Army Headquarters to advance into southern Shandong. He led a part of the 115th Division into the region to establish an anti-Japanese base centered around Mount Baozhu. He subsequently directed the opening of the Nishan Mountain anti-Japanese base. Nishan Mountain is a mountainous area spanning about 100 li at the border of central and southern Shandong. It served as a northern shield for the Mount Baozhu anti-Japanese base and a strategic stronghold in southern Shandong. Luo Ronghuan commanded several key battles in Nishan Mountain, including the three assaults on Baiyan, the first anti-"mopping-up" campaign, the Taohua Mountain battle, the counter-insurgency battle at Taohua Mountain, and the campaigns to eliminate local bandit leaders such as Liu Guitang, Qin Qirong, and Zhang Xianrong. These efforts resolved the "four excesses" issue in Nishan Mountain at the time: too many Japanese troops, puppet troops, bandits, and die-hard anti-communist forces.

In December 2012, Chengqian Town was named a "China Red Cultural Heritage Protection Base" by the Cultural Heritage Protection Center of the China Federation of Literary and Art Circles. At the end of December 2015, the Nishan Mountain Anti-Japanese Martyrs' Park was designated as the fifth batch of patriotic education bases in Shandong Province.

Quzhuang Village: Quzhuang Village has 179 households, 746 residents, and 40 Party members, covering 758 mu of arable land. It consists of two natural villages.
