The former site of the establishment of the Yixian Anti-Japanese Democratic Government in Wangjiawan is a cultural relic protection unit of Shandong Province.

The former site of the establishment of the Yixian Anti-Japanese Democratic Government in Wangjiawan is located in Fucheng Town, Shanting District, Zaozhuang City, dating back to 1939.

On November 20 and 21, 1939, under the leadership of the 115th Division of the Eighth Route Army and the Third Sub-bureau of Southern Shandong, the founding assembly of the first anti-Japanese democratic government in southern Shandong—the Yixian Anti-Japanese Democratic Government—was held in Wangjiawan Village, Fucheng Township, now part of Shanting District, Zaozhuang City. The congress was attended by 180 delegates, who democratically established the Yixian Anti-Japanese Democratic Government, with Pan Zhenwu, head of the 115th Division’s Civil Affairs Department, appointed as county magistrate. Luo Ronghuan, political commissar of the 115th Division, and Song Zicheng, secretary of the Third Sub-bureau of Southern Shandong, attended the meeting and delivered speeches. Soon after, the government relocated to Nanzhuan Village, Beizhuang Town, now part of Shanting District.

The Yixian Anti-Japanese Democratic Government in Wangjiawan is situated on the north side of the Banma Highway within Fucheng Township, in Xiwangwan Village. It lies 300 meters south of the Canglang Gorge and was established on November 20, 1939, as the first county-level red political power in southern Shandong founded by Marshal Luo Ronghuan at the foot of Baodugu Mountain.

On June 23, 2015, the former site of the establishment of the Yixian Anti-Japanese Democratic Government in Wangjiawan was designated by the People's Government of Shandong Province as part of the fifth batch of provincial-level cultural relic protection units in Shandong.

Luo Ronghuan (1902–1963) was a tested and loyal communist fighter, a staunch Marxist, a great proletarian revolutionary, statesman, and military strategist, one of the founders of the Chinese People's Liberation Army and the People's Republic of China, a founding figure of the PLA’s political work system, a marshal of the People's Republic of China, and an outstanding leader of the Party, the state, and the military. Pan Zhenwu (1907–1988) was from Changde County, Hunan Province. He joined the Communist Youth League of China in 1926 and participated in the Autumn Harvest Uprising in Changde County in 1927. After the Ma Ri Incident in 1927, five members of the Communist Youth League from the Fifth District of Changde County decided to launch an uprising, and Pan Zhenwu was one of them, becoming one of the organizers. The uprising initially involved hundreds of participants, quickly growing to over 1,000, with Dai Xiuwen serving as commander-in-chief and Pan Zhenwu as overall commander. Fucheng Town: In accordance with the spirit of the "Approval on the Establishment of Fucheng Township in Shanting District, Zaozhuang City" issued by the People's Government of Shandong Province (Document No. Lu Zheng Han Min Zi [2004] 11), Fucheng Township was established. The newly formed Fucheng Township included ten administrative villages: Tianzhuang, Zhangzhuang, Wenwangyu, Matouguanzhuang, Xifu Shan, Dongfu Shan, Cuizhuang, Bazhuang, Hengling, and Fuzhuang. Its administrative region comprised the former three townships of Zhangzhuang, Fuzhuang, and Dongfu Shan prior to the 2000 township-scale adjustment.
