The Revolutionary Cradle of Little Mountain City is located in the Wu Ancestral Hall of Xiaoshancheng Village, Shiliu Town, Zhangpu County, Zhangzhou City.

In the 1930s, a secret peasant association had already been established in Xiaoshancheng Village. Comrade Tao Zhu, then Secretary of the Southern Fujian Special Committee of the Party, formed a Red Army guerrilla unit that carried out active guerrilla warfare and set up the headquarters of the Southern Fujian Red Army Guerrilla Command near Xiaoshancheng in Zhangpu, becoming one of the secret strongholds for the Red Army guerrillas. By the end of 1931, Deng Zihui, an inspector sent by the Xiamen Central Municipal Committee, took over Tao Zhu’s duties. To establish a revolutionary base in Southern Fujian, he decided to guide the farmers of Xiaoshancheng Village to shift from struggles for their immediate interests—such as protesting against taxes and levies—to armed struggle and land revolution. First, secret members of the peasant association proposed steps for the struggle. They held meetings in the ancestral hall and gathered villagers to discuss reducing taxes and levies, gradually raising the farmers’ awareness and unifying the villagers' understanding. Later, under the unanimous and strong demands of the villagers, Deng Zihui and the Central County Committee of Zhangzhou led the Southern Fujian Red Army Guerrillas to support the armed resistance of Xiaoshancheng farmers against the “Aviation Salvation Donation” forcibly levied by the 49th Division of the Nationalist Army to expand its military strength. This ignited the flames of revolution in Xiaoshancheng, publicly establishing peasant associations and armed self-defense units, which later expanded to dozens of surrounding villages. They defeated several incursions by Nationalist troops and local reactionary forces, gradually forming the initial shape of the Jinghepu Revolutionary Base. After the 3rd Army of the Central Red Army’s Eastern Route Army occupied Zhangpu, the village became the central area of the Southern Fujian Revolutionary Base and developed into a hub leading the revolutionary movements along the Fujian-Guangdong border, leaving a glorious chapter in the history of the Southern Fujian revolution.

The Revolutionary Cradle of Little Mountain City was originally the Wu Ancestral Hall of Xiaoshancheng Village, a century-old brick-and-wood structure covering an area of 400 square meters. Its main structure remains, but the exterior walls have shown signs of peeling.

Shiliu Town: Shiliu Town is located in the western part of Zhangpu County. It neighbors Suian Town, Shigu Farm, and Gehou Village of Changqiao Town to the east; Pantu Town and the Kengnei Operation Area of Dankeng Farm to the south; Nanpu Township and Zhongxi Forest Farm to the north; and faces Pinghe County’s Nansheng Town and Wuzhai Township across the Shiping Mountain Range and Liangshan Mountain Range to the west. The total area of the town is 198 square kilometers. The town government is located in Shiliu Village, which is 10 kilometers from the county seat.
