The former site of the establishment of the 3rd Independent Regiment of the Chinese Workers’ and Peasants’ Red Army in Minnan is located in Xincuo Ding, Makeng Village, Suian Town, Zhangpu County, Zhangzhou City. Originally the ancestral hall of the Chen family in the village, known as the "Three Generations of Grand Censors" Ancestral Hall, it covered an area of 360 square meters and had a layout consisting of one main hall, two rooms, two wing rooms, and a two-courtyard structure. However, due to years of neglect and disrepair, the structure collapsed, leaving only ruins.

On April 20, 1932, the Eastern Route Army of the Central Red Army captured Zhangzhou. Comrade Mao Zedong, after listening to reports from comrades such as Deng Zihui (a member of the Provisional Central Government Executive Committee of the Chinese Soviet Republic and the People’s Commissar of Finance), Luo Ming (Secretary of the Fujian Provincial Committee), and Wang Haiping (a member of the Provincial Soviet Executive Committee), who were leading the establishment of revolutionary bases in Zhangpu, decided to consolidate and develop the rural revolutionary base centered around Longxi Market, Xiaoshancheng, and Longling in Zhangpu, and to expand guerrilla warfare into the five counties of Nanjing, Pinghe, Zhangpu, Yunxiao, and Longxi. He also decided to build small Red Army units and establish small Soviet areas, and telegraphed instructions regarding revolutionary struggles in southern Fujian. On April 22, during his report titled "On the Current Political Situation and the Question of the Second Campaign" at a meeting with cadres above the company level of the Eastern Route Army, Comrade Mao Zedong laid out plans to establish a new Soviet area, expanding from Longxi Market in Zhangpu into the five counties of Nanjing, Pinghe, Zhangpu, Longxi, and Yunxiao. On April 24, 1932, the 3rd Army of the Eastern Route Army of the Central Red Army liberated Zhangpu. In accordance with Chairman Mao’s instructions, the Zhangpu County Revolutionary Committee was established to carry out struggles such as targeting local tyrants, redistributing land, building a Soviet government, establishing the Jinghepu Soviet Area, and forming an independent Red Army battalion within the Zhangpu Soviet Area.

In late May 1932, on the eve of the Central Red Army’s withdrawal from Zhangzhou, the armed forces of workers and peasants in southern Fujian were gathered in Zhangpu County for reorganization. The Central Red Army transferred hundreds of soldiers to merge with the Minnan Red Army guerrilla units. In Xincuo Ding, Makeng Village, Suian Town, the 3rd Independent Regiment of the Chinese Workers’ and Peasants’ Red Army in Minnan was established, with Deng Zihui serving as the representative, Cai Xiemin as the commander-in-chief, Feng Yifei as the regimental commander, Wang Zhanchun as the political commissar, and Xie Shaoping as the head of the political department. The unit had over 1,000 officers and soldiers nationwide, organized into six companies. The deputy regimental commander and other lower-level military leadership were primarily composed of officers and soldiers from the Central Red Army.

Makeng Village: Makeng Village is located in the western part of Suian Town, on the western outskirts of the county seat. It borders Suixi Community to the east, Meibei Village and Shigu Farm of Shiliu Town to the west, Dabei She of Suinan Community to the south, and Hepu Field and Zhaiyao Village to the north. The Makeng Stream, originating from Makeng Shang (at an elevation of 136 meters), flows through the village and joins the Luxi River at the foot of Jiukeng Mountain in Meidong. Streams originating from Changqiao Xinei and Yanqian in the Zhongxi Forest Farm flow through Zongkou and Gaoluoshan, joining the Luxi River via "Wutongxi."
