Shungeng Town is situated in the urban-rural fringe of Tianjia’an District, bordering the southern bank of the Huai River to the north, Shungeng Mountain to the south, adjacent to Datong District to the east, and neighboring Ancheng Town to the west. It is just 2 kilometers from the municipal government and about 0.5 kilometers from the district government, making it a central area within Tianjia’an District. The town covers a total area of approximately 50 square kilometers, including about 28 square kilometers of built-up urban area, less than 200 hectares of arable land, and around 60 hectares of forested land. The town administers 1 administrative village and 12 communities, with a population of

25,100 people. The town’s Party Committee oversees 20 village-level Party organizations, including 1 community Party Committee, 7 community Party General Branches, 4 community Party Branches, 1 village Party Branch, and 5 enterprise Party Branches, with 827 full Party members and 35 probationary Party members. Although the area lacks natural resources, it benefits from convenient water, land, and railway transportation that connect in all directions. Leveraging its proximity to the city, the town enjoys significant locational advantages, with well-developed commerce, construction, and catering services. It is home to 1,224 collectively and privately owned enterprises. For eight consecutive years, it was recognized as the “Top Town” in Huainan City for township enterprise development, maintained second place in the provincial Top 100 Towns list for four consecutive years, and was honored as a municipal “Model Unit for Supporting the Military and Their Families” for five consecutive years by the municipal Party committee and government. In 2002 and 2005, it was twice named a “National Advanced Unit in Creating Civilized Villages and Towns” by the Central Civilization Commission. In 2007, it was awarded the title of “Safe Town” by the municipal Party committee and government, and in 2008, it received

honors such as “Anhui Province Advanced Collective in the Second National Agricultural Census,” “Municipal Advanced Collective in Earthquake Relief and Social Donations,” and “Municipal Advanced Collective in Combating Illegal Pyramid Selling.” The Wangying Community under its jurisdiction has been awarded the title of “Top Village” in the city for ten consecutive years and is among the first 50 nationally recognized distinctive economic villages in China. Jiangchen, Shanghu, and Shungeng communities have been named among the provincial Top 100 Villages.

In recent years, under the correct leadership of the district Party committee and government, Shungeng Town has closely focused on the core theme of “seizing opportunities, prioritizing development, and leading the rise.” It has pursued pragmatic and enterprising approaches, vigorously implementing the development strategy of “enriching the town through tertiary industry, strengthening it through industry, and revitalizing it through investment attraction.” The town is committed to building a “major tertiary industry hub,” expanding and strengthening construction, real estate development, commerce, and the catering industry. At the same time, it is dedicated to accelerating the urbanization of rural areas, eliminating “urban villages,” striving to achieve urbanization first, and fully realizing a moderately prosperous society.

In 2008, the town achieved a total output value of 3.437 billion yuan, a year-on-year increase of 9%, with fiscal revenue reaching 247 million yuan. The per capita net income of farmers was 6,469 yuan, reflecting an increase of 14%.
