The former site of the Executive Offices of the Southeastern Henan Revolutionary Committee and the Soviet Government is a cultural relic protection unit of Anhui Province and a classic red tourism attraction.
The former site of the Executive Offices of the Southeastern Henan Revolutionary Committee and the Soviet Government is located in Xiaojie, Tangjiahui Town, Jinzhai County, Lu’an City, dating back to 1933.
To the southeast behind the temple lie two mountain ridges on either side. The southern ridge is over 300 meters long, backed by the Tanghui River to the north, which resembles a “silver carp,” hence the name “Carp Mountain.” Guo Jinqi, the fourth son of the Tang Dynasty general Guo Ziyi, suppressed a rebellion, died in battle in the Dabie Mountains, and was later buried at the southern foot of this mountain. A tomb and a stele still remain there. The eastern ridge is 600 meters long, winding like the dragon in the traditional folk Flower Drum Lantern dance. Together with eight other ridges, they all face a small hill south of Carp Mountain, resembling nine dragons paying homage to a pearl. Locals whimsically call it “Nine Dragons Playing with a Pearl,” thus giving the mountain its name “Nine Dragons Mountain.”
Historical records indicate that the temple was built in the early Ming Dynasty. Legend has it that at that time, Meixi Town at the foot of Carp Mountain was a bustling hub for merchants from Shangnan, and due to the prevalence of the Tang surname, it was renamed Tangjiahui. Later, during the late Ming peasant uprising led by Zhang Xianzhong—who raided Henan three times—the temple was destroyed. In the 37th year of the Qing Emperor Qianlong’s reign (1722), local gentry raised funds to rebuild it and renamed it “Jieshan Temple.” Between the 7th and 14th years of the Daoguang reign (1827–1834), it was further renovated and expanded. The temple now has 30 rooms, divided between an eastern and western courtyard, with a gate tower in front consisting of a three-bay, two-story, upturned-eave painted pavilion that also serves as a theater stage. The main hall has three bays and houses statues of emperors, the God of Wealth, and Hua Tuo, among others, while the side chambers enshrine plaques of other deities. The western courtyard houses the abbot’s quarters and scripture depository. An ancient-style round door connects the two courtyards. Connecting corridors link the courtyards and halls. Outside the temple gate is a platform planted with three ancient cypresses, one ginkgo, and one rosewood tree—all planted when the temple was built over 600 years ago. With their gnarled trunks and branches, these trees exude a sense of antiquity, adding charm to the scenery of Tangjiahui Town.
Before Jinzhai County was established, Jieshan Temple was under the jurisdiction of Shangcheng in Henan. During the democratic revolution period, the temple briefly served as the command center for revolutionary activities in the Hubei-Henan-Anhui Border Region. In June 1931, the Southeastern Henan Soviet District was established here, overseeing counties such as Shangcheng, Gushi, and Guangshan. In March 1932, Xu Xiangqian led the Fourth Front Red Army eastward and made a stop here for rest. In April 1933, the Workers', Peasants', and Soldiers' Congress of the Northwest Anhui Soviet District was held here, attended by over 300 delegates. Guo Shushen, a special envoy of the CPC Central Committee, delivered a report on the situation and tasks, merging the Southeastern Henan and Northwest Anhui Soviet Districts into the Northwest Anhui Soviet District. The Congress also elected the Executive Committee of the Northwest Anhui Soviet District. On June 12, 1979, to commemorate its historical contributions, the Jinzhai County Revolutionary Committee designated Jieshan Temple as a county-level key cultural relic protection unit and set up an exhibition room displaying a large number of revolutionary historical artifacts and photographs. The following year, it was recognized as a national key cultural relic protection unit.

(2) Former Site of the Chinan County Soviet Government — Liao Family Prefect Ancestral Hall
Protected Area: The main structure and foundation walls of the site, plus 15 meters to the east, 3 meters to the west, and 10 meters to the south and north.
Construction Control Zone: Extending 30 meters outward in all directions from the protected area.
(3) Former Site of the Shangcheng County General Labor Union — Liao Family Three-Cypress Ancestral Hall
Protected Area: The main structure and foundation walls of the site, plus 16 meters to the east, 7 meters to the south, 6 meters to the west, and 3 meters to the north.
Construction Control Zone: Extending 30 meters outward in all directions from the protected area.
(4) Former Site of the Shangcheng County Committee of the CPC — He Family Ancestral Hall
Protected Area: The main structure and foundation walls of the site, plus 20 meters to the east, west, and north, and 30 meters to the south.
Construction Control Zone: Extending 30 meters outward in all directions from the protected area.
(5) Former Site of the Sixth District Soviet of Chinan County — Wang Family Ancestral Hall

Construction Control Zone: Extending 30 meters outward in all directions from the protected area.
(6) Former Site of the Political Security Bureau of the Chicheng County Soviet Government — Yao Family Ancestral Hall
Protected Area: The main structure and foundation walls of the site, plus 5 meters to the east, south, west, and north.
Construction Control Zone: Extending 10 meters outward in all directions from the protected area.
(7) Former Site of the Second Hospital of the Red Army in Southeastern Henan — Deng Family Ancestral Hall
Protected Area: The main structure and foundation walls of the site, plus 20 meters to the east, west, and north, and 30 meters to the south.
Construction Control Zone: Extending 50 meters outward in all directions from the protected area.
The temple enjoys a serene environment and has hosted a primary school in its western courtyard since the Ming Dynasty. It is said that Mei Zhihuan from Macheng in the Qing Dynasty studied here in his youth. After achieving fame, he donated a complete set of Buddhist scriptures to the temple. During the War of Resistance, the Tangjiahui Central Primary School of Lihuang County was located in the western courtyard of the temple. In May 1959, the Jinzhai County People’s Government established the Jinzhai County Junior High School here. After several changes, it was renamed the “Jinzhai County Bijia Mountain Vocational School” in September 1992, with an additional 6,000 square meters of school buildings constructed behind Jieshan Temple. The school currently enrolls over 1,500 students, making it the largest junior high school in Jinzhai County. Since its establishment, it has nurtured a large number of outstanding talents for New China’s development, breathing new life into the ancient Jieshan Temple and attracting many literati and dignitaries to visit. As Lü Xin, a former correspondent of the Southeastern Henan Revolutionary Committee, praised during his revisit in 1984: “An ancient temple revives with schooling in spring, its scenery today even more delightful. Teachers and students work together for national renewal, and the future promises a brighter scene than the past.”
In 2012, the former site of the Southeast Yu District Committee and the District Soviet Government was designated as part of the seventh batch of provincial-level cultural heritage protection units by the People's Government of Anhui Province.
