Former Site of the Ninth Expanded Meeting of the Southern Zhejiang Special Committee

The Former Site of the Ninth Expanded Meeting of the Southern Zhejiang Special Committee is a classic red tourism attraction.

Niu Lan Kou, a natural village in the western mountainous area of Ruian, sits at an altitude of over 500 meters and borders Meishan and Lishan. During the Anti-Japanese War and the Liberation War, it was part of the Meishan guerrilla zone and served as one of the permanent bases for the Pingyang County Committee of the CCP and the Southern Zhejiang Special Committee. Starting in May 1940, the Pingyang County Committee sent personnel to Niu Lan Kou to establish a communication liaison point and develop the Party organization. After the Pingyang County Committee moved to the Meishan area in 1942, the Ruiping District Committee was established in Niu Lan Kou. In 1944, after the Southern Zhejiang Special Committee relocated back to Ruian from the Qingjingli area, Niu Lan Kou became one of its permanent bases. From April 7 to May 25, 1948, the Ninth Expanded Meeting of the Southern Zhejiang Special Committee was held at the home of Zheng Zuobei in Niu Lan Kou. The meeting was chaired by Long Yue, Secretary of the Special Committee, and attended by committee members, alternate members, county Party secretaries under the committee’s jurisdiction, heads of various departments within the Special Committee, and some military leaders. Eleven neighboring households vacated their homes to accommodate the participants. The meeting reviewed the progress of guerrilla warfare, passed documents such as the “Decision on Military Construction,” and proposed six major tasks for future struggles.

The Former Site of the Ninth Expanded Meeting of the Southern Zhejiang Special Committee is located in Niu Lan Kou Village, Dafengkeng Village, Fengling Township, Ruian City. It is 5 kilometers from the Fengling Township government and 50 kilometers from downtown Ruian. The site consists of a two-story wooden building with seven rooms, approximately 25 meters in width and 10 meters in depth, with a total floor area of about 500 square meters. The front of the house features a courtyard (daotan) of about 250 square meters, bringing the total site area to around 500 square meters. The property is currently owned by Zheng Chuangxiang and Zheng Chuangdeng, villagers from Niu Lan Kou.
