In December 1949, under the organization and mobilization of Wang Yibai, an underground party member representing the Huangpu District Reception Committee, and Qu Dayong, an underground party member representing the public security authorities, among others, residents of Baosheng Li on East Jinling Road spontaneously established a Welfare Committee. They led residents in overcoming various difficulties and achieved significant results in anti-spying, theft prevention, fire prevention, patriotic health campaigns, welfare production, purchasing government bonds, donating airplanes and cannons, organizing women's literacy classes, and carrying out ideological transformation. Baosheng Li underwent tremendous changes. In April 1951, the Welfare Committee was renamed as a Residents' Committee, making Baosheng Residents' Committee the first in Shanghai. The current Residents' Committee includes an introduction to the base. Free visits are available by appointment for the general public.
