The project is located at the Qinghua Tool Factory in Beian City. This factory was formerly under the Ministry of Ordnance Industry, and the majority of firearms used in battles both domestically and internationally after the Korean War were produced here. All kinds of sporting firearms used by the national shooting team were also manufactured at this plant. The enterprise currently has a firearms exhibition room and an honor exhibition room, displaying over 400 firearms from various periods. The project plans a total investment of 6.8 million yuan, of which 5.6 million yuan will be raised by Beian City and 1.2 million yuan will be applied for from the provincial tourism fund. The project is divided into two parts: the exhibition hall, with a planned investment of 4.1 million yuan, will be built as a two-story, 1,200-square-meter exhibition building within the Qinghua factory area. Once completed, the interior of the exhibition hall will integrate modern audio, light, and electrical technologies, showcasing over 100 types of light weapons and sporting firearms from around the world, generating an annual income of 1.8 million yuan, tax revenue of 200,000 yuan, and profit of 850,000 yuan. The shooting range, with a planned investment of 2.7 million yuan, will involve the redevelopment of the original factory shooting range, drawing on the experience of shooting ranges elsewhere in China and abroad to create an entertaining shooting facility. Automatic scoring will be used, and the firearms will include two rifle shooting positions for caliber rifles and eight pistol shooting positions for 100-meter distances. The annual income is expected to be 3.6 million yuan, with tax revenue of 400,000 yuan and profit of 720,000 yuan. The total profit for the entire project is estimated at 1.57 million yuan, with the investment recouped within four years. In terms of social benefits, the exhibition hall and shooting range can serve as patriotic and national defense education bases for Heihe City. They can also host military training assessments for some primary and secondary schools and technical schools, as well as training evaluations for reserve forces, playing a significant role in promoting shooting sports and enhancing national defense awareness among the public.
