"Xing'an Port" Tourist Area

Xing'an Town is located in the northeastern part of Mohe County, on the opposite bank of Yaksa City. To the east, it borders the forested area of KaiKukang Township in Tahe County; to the west, it connects with the mountains and rivers of Mohe Township; to the south, it adjoins the northern edge of Jintao Town; and to the north, it faces the Amur Region of the former Soviet Union across the Heilongjiang River. The border stretches from Guzhan in the west to the mouth of the Xienikang River in the east, spanning 69 kilometers from east to west and 45 kilometers from north to south.

Xing'an was originally named Emuer, derived from the Emuer River. In 1906, a border checkpoint was established here under the jurisdiction of the Deputy Commander of Heilongjiang. In 1934, when Mohe was occupied by Japanese forces, a police station, military post, guardhouse, and surveillance points were set up at the Emuer Checkpoint to monitor the national border and keep an eye on the Soviet shore. After the founding of the People's Republic, the Emuer Township Government was established in 1956. In 1958, the township was dissolved to form the Emuer People's Commune, which was renamed Xing'an Commune in 1963.

Xing'an Township is a well-known "fishing town" along the upper reaches of the Heilongjiang River. During the fishing seasons in spring and autumn, people rush to catch fish—each net yields at least 50–60 fish, sometimes even over a hundred kilograms. Here, every household weaves fishing nets, and everyone knows how to fish. In good years, one person can catch up to a thousand kilograms of fish over the winter and spring, and even children as young as seven or eight can "scoop fish" using bowls (a traditional fishing method).

Xing'an Port is a state-approved international passenger and cargo transport port, comprising eight zones: the port office area, joint inspection area, dock area, port development area, living service area, enclosed cargo yard area, social development area, and riverside cargo handling area. Located midway between the Heihe and Manzhouli ports, Xing'an Port benefits from certain preferential policies designated by the Russian government. As a result, visitors can often find distinctive Russian products here, and the architecture has a strong exotic flair.
