The former site of the Central Bank of Manchukuo is situated on the northwest side of today’s People’s Square. It covers an area of 30,000 square meters, with a building area of 26,800 square meters. Construction began in 1934 and was completed in 1938. The original planned construction cost was 6 million Japanese puppet regime yuan, but the actual expenditure was 10 million puppet regime yuan. The main building is designed in the Greek classical style. The overall height is 21.5 meters, and the top floor reaches 27.50 meters. The foundation is made of reinforced concrete, while the building structure is steel-framed. The front and eastern sides are clad with granite produced in the northeast. The entire structure is exceptionally solid.

In May 2013, the State Council (State Council Document [2013] No. 13) designated the former site of the Central Bank of Manchukuo as a National Key Cultural Relics Protection Unit.
