The Panjin Xinhe Flower Industrial Park is situated in Dawang Town, Dawang County, covering an area of about 2,000 acres with an investment of approximately 1.2 billion yuan. It is divided into two major sections: the R&D and production area, and the application and exhibition area. The 1,250-acre R&D and production area primarily produces colored-leaf seedlings and premium flowers, while the 750-acre exhibition area is composed of ten specialized gardens featuring roses, azaleas, peach and plum blossoms, peonies, perennial flowers, lilacs, and aquatic plants. Through the artistry of landscape design, the park showcases Xinhe’s modern horticultural philosophy—diverse, ecological, healthy, energy-saving—and provides a healthy, recreational space for local residents. It also creates a new attraction for tourism in Panjin City.

The R&D and production area integrates the research, production, and sales of flowers and specialty seedlings. It utilizes propagation techniques such as tissue culture to produce high-end flowers and seedlings. The project aims to address the issue of limited variety and lack of color diversity among northern seedlings. With an annual output of 15 million seedlings and 500,000 pots of high-end flowers, the market revenue is expected to reach 400 million yuan per year. This not only promotes and demonstrates the upgrade of local agricultural modernization but also boosts agricultural efficiency. Major constructions include 6 hectares of high-end intelligent greenhouses, 25 hectares of individual greenhouses, 25 hectares of shading systems, 3,000 square meters of R&D and office management buildings, 3,000 square meters of staff dormitories, 4,000 square meters of production workshops combined with warehouses, and 6 hectares of flower trading centers. The project is designed to become a comprehensive agricultural high-tech demonstration park integrating new variety breeding, new technology development and application, factory-based, large-scale, standardized cultivation techniques, along with academic exchanges, science education, and agricultural tourism—all centered around the production of premium potted flowers and colored-leaf seedlings.

In the future, Xinhe aims to become the northern hub for the distribution and trade of urban flowers and seedlings, the largest wholesale flower supermarket in the region, a showcase window for Liaoning Province’s floral industry and modern urban agriculture, an international cooperation and exchange platform, a base for high-tech biotech ornamental plants, a key solution to rural issues and a driver for building a harmonious society. It will also serve as a uniquely Panjin-style gateway integrating agriculture, tourism, public welfare, and business.
