The Jiapang Temple Xinmin Primary School was a remarkable project by General Zhang Xueliang to benefit his hometown. In the autumn of 1928, aiming to nurture local youth and cultivate a new generation of talent, Zhang funded the construction of a primary school in his hometown of Jiapang Temple (the former name of Dongfeng Town) with 300,000 silver dollars. The project took one year to complete, resulting in eight brick-and-tile buildings covering a total area of 12,000 square meters. The school charged no tuition fees and treated all students equally, regardless of their family backgrounds. Emphasizing moral education, Zhang instilled the school motto “Public-mindedness, Responsibility, and Perseverance,” encouraging students to uphold public ethics, a sense of duty, and an unyielding spirit. The school operated for two years, educating over 500 students, all funded entirely by Zhang Xueliang himself. After the September 18th Incident, the school lost its financial support and was forced to close in the spring of 1931.
