The beauty of Penghu’s bays has stepped onto the international stage. The "Most Beautiful Bays in the World" (The Most Beautiful Bays of the World) is an NGO organization composed of the world’s most stunning bay regions. Established in 1997, its founder was Jean Manquat, and its headquarters are located in Vannes, central France. The organization is dedicated to promoting the protection of the natural and cultural resources of global bays. Currently, it has 39 bay regions from 30 countries as members, including San Francisco Bay in the United States, Qingdao Bay in China, and Ha Long Bay in Vietnam.

Penghu County has garnered attention from the organization due to its long-term commitment to the protection of marine natural resources and environmental conservation. The unique marine geological landscapes and rich cultural history of the Penghu Archipelago have created distinctive bay characteristics that have left a deep impression on other member countries of the organization. Wang Kan-fa stated that becoming a member of the Most Beautiful Bays Organization marks an important step for Penghu onto the international stage. It not only enables extensive exchanges and cooperation with other member bays in areas such as marine environment management and preservation of cultural heritage but also provides an excellent opportunity to showcase the beauty of Penghu to the world.
