Mugumuyu in Hualien, which had been closed to the public for 11 months since July 2014, reopened in early June this year, attracting many tourists. Due to damage from Typhoon Matmo and protests by the Tongmen Tribe, Mugumuyu was closed for nearly a year starting in 2014 for restoration. It reopened on June 6, 2015, allowing visitors to apply for entry under hiking and outdoor activity reasons. Although it has only been open for nearly two months, due to the peak summer travel season and the lack of limits on the number of applicants, almost 20,000 visitors have applied to enter since reopening.
Additionally, since Mugumuyu reopened to pedestrians in June and vehicle entry was prohibited, many people parked their vehicles near the checkpoint to reduce walking distance, which has severely disrupted the lives of the local tribe. ThereforeThe Hsiulin Township Office has decided to implement new regulations starting August 1, reinstating a daily visitor cap of 600 people. Visitor vehicles may only be parked at the Mugumuyu Visitor Center, the Tongmen River area, and beside the banyan flood-prevention road. Motorcycles may be parked at the old Taiwan Power Company dormitories, among other designated areas. As for the garbage issue, the township office has allocated funds to hire local tribal members as cleaners and has also reached an agreement with the county environmental protection bureau to establish a “joint inspection team” to penalize littering visitors.
