Central Meguro was very lively in the winter of 2016. Not only were the spring cherry blossoms a major draw, but in 2016, with the new "Meguro Elevated Area" established beneath Meguro Station—housing numerous intellectual and cultural creative attractions and shops like Tsutaya Bookstore and Starbucks—the area saw a significant increase in visitors. Additional police and guides were deployed around the station, and with the winter light-up festival, travelers to Tokyo are recommended to visit and experience a winter illumination atmosphere distinctly different from other Tokyo attractions.

This light display is the first of its kind in Tokyo, a 100% energy-recycled winter illumination event. Centered around the Shinagawa Ward Rokugōbashi Waterfront Plaza, original sakura-pink LED lights decorate the cherry blossom-lined paths along the Meguro River, showcasing a “winter cherry blossom” scene through pastel-toned illuminations. The electricity used is generated from recycled cooking oil collected from nearby residences and restaurants.
