Jerry taxi tour, under the name of Jack, recruited South Korean tourists for customized car services or taxi rides. Driver Zhan Youru was involved in a sexual assault case against a South Korean female tourist, severely damaging Taiwan's positive tourism image in South Korea. The number of South Korean independent travelers to Taiwan has been increasing year by year. According to statistics from the Ministry of Transportation and Communications Tourism Bureau, there were over 800,000 in 2016, a 30% increase from 660,000 in 2015, making South Korea the fourth largest source of tourists to Taiwan. Regarding this incident, the Tourism Bureau issues the following stern condemnation:

Regarding the improper conduct of an unethical taxi driver who assaulted three South Korean female tourists visiting Taiwan, the Tourism Bureau issues a stern condemnation. Details on the handling of the case are as follows:
1. Upon learning of the incident, our bureau immediately contacted law enforcement authorities to understand the investigation status and has also reached out to the Taipei Office of the Korea Tourism Organization to express our willingness to provide assistance to the three South Korean women. Director Zhou of our bureau will also call Representative Yang Changsu of the Taiwanese Office of the Republic of Korea to convey our concern.
2. As this case has entered the judicial process, our bureau respects the judiciary and will not comment, but we strongly condemn such behavior, which not only undermines the trust in the majority of law-abiding taxi drivers and operators, but also damages Taiwan’s international tourism image.
3. Our bureau has instructed the Taipei Office in Seoul and the representative office of the Ministry of Foreign Affairs to jointly coordinate and, depending
(1) Taiwan will adhere to the principle of neither letting wrongdoing go unpunished nor punishing the innocent, imposing sanctions on those who break the law and delivering justice and accountability to the victims.
(2) This case is an isolated incident, and we regret that it occurred. Taiwan remains a safe travel destination and will continue to urge the relevant authorities to strengthen management and safety measures.
(3) Furthermore, this bureau has initiated coordination with the competent taxi authorities to enhance the oversight by municipal transportation bureaus. Taxi drivers and companies involved in this case, if found to be in violation of transportation management regulations and the Highway Act, will be subject to fines, license suspension or revocation, or partial or full cessation of business operations. Illegal vehicles will have their licenses revoked and face subsequent actions. The police authorities will also be requested to assist in the investigation and prevention of violations to avoid recurrence of similar cases.
