Building a Cultural Capital: Tainan’s Blue Print 3D Returns Even More Eye-Catching!

Blue Print is back!The “Blue Print Cultural and Creative Park,” located right across from Shin Kong Mitsukoshi Xin Tian Di and formerly a cluster of old judicial dormitories, officially opened in mid-2015, and on the evening of the 5th, the city government held a press conference in the plaza in front of the park, personally presided over by Mayor Lai Qingde. He invited the cultural and creative businesses that have moved in to participate, lighting up the relocated and reborn landmark—the 3D Blue Print—to announce the official launch of the park.

The “Blue Print Cultural and Creative Park” was formerly known asthe “First Judicial New Village”, part of the old cluster of judicial dormitories, including the large banyan tree at the entrance and several historic Japanese-style dormitories. In order to preserve historical culture and revitalize urban space, even without ownership of the land or buildings, the city government, through active coordination by the Cultural Affairs Bureau, integrated the opinions of the landowner—National Property Administration—and the building owners: Tainan Prison, Tainan District Prosecutors Office, Tainan High Court, and Tainan High Prosecutors Office. They successfully preserved all the Japanese-style dormitories and combined them with the 3D Blue Print installation art created by renowned artist Liu Guocang, reviving the urban memory of the once-famous Blue Print street scene on Hai’an Road.

Mayor Lai stated that the opening of the Blue Print Cultural and Creative Park carries several meanings. First is the rebirth of the Blue Print; the iconic tourist attraction, the Blue Print installation art, helped Hai’an Road rise from the ashes, completing its decade-long phased mission before fading into history. Now, it has returned as an upgraded 3D version serving as the park’s entrance image and becoming a spiritual symbol of the cultural and creative park. In addition,the park reveals one of Tainan’s directions for industrial upgrading—cultural and creative industries. As the capital of culture, Tainan, which encompasses national cultural and historical elements, is bound to fulfill its mission of promoting cultural and creative industries.
