The first Color Play Asia color party event was held in September 2013 at Kaohsiung’s Sizihwan, followed by another in 2014 at Octopus Water Park, attracting tens of thousands of participants. Although it was promoted that the colored powder used was edible cornstarch, which is environmentally harmless and passed environmental reviews, this year it still led to a dust explosion accident. On June 27, Octopus Coast rented its water park venue to Rainbow International Integrated Marketing to host the Color Play Asia color party. It is suspected that a large amount of powder caused an explosion in the stage area, resulting in hundreds of tourists suffering burns. Currently, the New Taipei City Government and the Tourism Bureau have set up an emergency response team to assist with victim investigations and related insurance compensation matters. This incident is classified as a major fire and public safety event, and the Tourism Bureau has subsequently ordered the Octopus Waterfront Park to cease operations and undergo investigation in accordance with the “Development of Tourism Act.” In the future, the use of colored powder in any public events across Taiwan is prohibited until its safety is confirmed.
