Currently, buying cigarettes at airport duty-free shops is a common habit for many travelers abroad and the main way Taiwanese purchase cheaper tobacco products. But this habit of buying duty-free cigarettes as gifts may soon change. Recently, the Executive Yuan held an inter-ministerial “Tobacco Hazards Prevention Strategy Advancement Working Group Meeting” to discuss strict limitations on the sale of tobacco products at duty-free shops, including possibly canceling duty-free cigarettes at airports or removing the tax exemption on tobacco products, and reducing the allowable amount of imported cigarettes to 19 sticks. A standard pack contains 20 sticks, so this restriction essentially means not even a single full pack can be brought in.

Currently, each traveler is allowed to bring in 200 cigarettes (one carton). Purchasing duty-free cigarettes at the airport can save a lot of money, and many travelers are either asked by others or go specifically to buy them upon entry. This “Tobacco Hazards Prevention Strategy Advancement Working Group Meeting” gathered relevant experts, scholars, and representatives from 17 government departments. The meeting focused discussions on “canceling duty-free tobacco products” and “strictly limiting the quantity of tobacco products travelers can bring in.” In the end, a consensus was reached recommending that the Ministry of Finance cancel duty-free tobacco sales. The related regulatory revisions still require further discussion and legislative amendments before implementation.
