The Taoyuan Airport MRT delays again, prioritizing improvements in train speed

The opening date continues to be pushed back as train testing has failed to meet engineering contract standards. The earliest possible opening has now been delayed to the end of the year.

The Taoyuan Airport MRT, which was expected to begin operations in March 2016, has once again been postponed. This marks the sixth delay, with the opening date continually pushed back. Due to train testing not meeting the engineering contract standards, the earliest possible opening has again been delayed to the end of the year. Deputy Minister of Transportation and Communications Tseng Dah-ren bowed and apologized to the public at a press conference.

In August 2015, the Taoyuan Airport MRT announced an opening date of March 2016. However, since the current average train speed, travel time, and headway still do not meet contractual requirements, six items in the Pre-Revenue Service Readiness (PRSR) testing remain incomplete. Key tasks such as simulation drills and the initial on-site inspection have also not yet been carried out, making it certain that the goal of opening by the end of March cannot be achieved.
In addition to sending multiple letters to the Japanese company Marubeni in accordance with the contract demanding prompt resolution, the Taiwan High Speed Rail Bureau also reported to the Ministry of Transportation and Communications, requesting assistance from the Japanese government through diplomatic channels. Marubeni recently sent senior executives to Taiwan and stated that the aforementioned train speed improvement work is expected to be completed by the end of June.
The Airport MRT differs from other domestic MRT systems as it operates with both express and regular trains running interchangeably, and includes train overtaking and waiting maneuvers. It also provides pre-departure check-in and baggage check services for outbound passengers at Taipei Station (A1), making the project highly challenging. The Taiwan High Speed Rail Bureau will urge the contractor to continue working on improving train speeds. After confirming the completion of relevant procedures, it will work with the operating unit to proceed with the remaining six pre-revenue service operational tests, including stability testing and simulation drills, according to the original schedule. Once system stability and safety are professionally confirmed to be assured, it will then report to the Ministry of Transportation and Communications in accordance with the law to carry out the initial on-site inspection.
