Since the inaugural run of the Taroko Express Hello Kitty painted train, it was reported that 328 Hello Kitty seat headscarves had gone missing. After Taiwan Railways urged passengers to show public decency, the issue was at one point used as a marketing talking point, which indeed sparked discussions online and in public opinion.

During the Qingming holiday, the Taroko Express Hello Kitty painted train ran again without any theft incidents. Recently, legislator Cheng Yun-peng proposed replacing the seat headscarves with lower-cost non-woven fabric ones, incorporating the cost into the ticket fare so passengers can take them home. Taiwan Railways stated that further discussion is needed, along with approval from Sanrio.
