Kumamoto earthquake causes severe damage, travel refunds available until April 30

This earthquake has affected multiple Kumamoto tourist attractions, including the collapse of Aso Shrine, damage to Kumamoto Castle, and the collapse of Aso Bridge. Local transportation, power supply, and disaster conditions have deterred travelers. The Tourism Bureau under the Ministry of Transportation and Communications, in consultation with tourism operators, has confirmed that the refund deadline will be extended to April 30. For travel itineraries related to Kumamoto that depart before April 30, travelers who cancel their trips may proceed according to Article 28 of the Standardized Overseas Travel Contract.
According to the cancellation and refund standards of the Tourism Bureau under the Ministry of Transportation and Communications, they are divided into two categories: overseas travel and domestic travel. Based on the reasons for cancellation, they can be categorized into three types: arbitrary contract termination by the traveler (such as Article 27 of the Standardized Overseas Travel Contract and Article 18 of the Standardized Domestic Travel Contract), contract termination due to statutory reasons before departure (such as Article 28 of the Standardized Overseas Travel Contract and Article 20 of the Standardized Domestic Travel Contract), or contract termination due to objective risk factors before departure (such as Article 28-1 of the Standardized Overseas Travel Contract and Article 20-1 of the Standardized Domestic Travel Contract). The applicable standardized travel contract clauses vary, and the specific clause to be applied should be determined on a case-by-case basis.
