Domestic off-peak air tickets  Expected 50%–70% discounts after June

Domestic airfares have risen by about 10% since 2014. The Civil Aeronautics Administration (CAA) under the Ministry of Transportation and Communications has confirmed that the standardized domestic air ticket contract template will be revised, with the refund deadline shortened. Airlines will have greater flexibility to offer off-peak air tickets at less than 70% of the original price before the end of June. The CAA estimates that discounted off-peak domestic airfares at 50%–70% could be available in the future, with a final decision expected by the end of June.

The CAA stated that to provide more discounts on domestic airfares, it has reached an agreement with the Executive Yuan’s Consumer Protection Committee to revise the “Standardized Domestic Air Ticket Contract Template,” shortening the air ticket refund period to reduce operational risks for airlines and allow greater flexibility in offering discounted fares below 70%.

According to the current standardized domestic air ticket contract, air tickets remain valid for one year, but can be refunded within one year after expiration — meaning the total refund window is as long as two years. Shortening the refund period can reduce airlines’ operating costs and increase the room for offering discounted fares. For example, a one-way ticket from Taipei to Kinmen or Taitung is priced at over NT$2,400; at 50% off, it would be just over NT$1,200, making it much more affordable.
