On April 13, the Department of Disease Control under the Ministry of Health and Welfare announced 5 new domestic COVID-19 (Wuhan pneumonia) cases, all imported from abroad — 3 women and 2 men, aged between their 50s and 60s. Among them, 4 were passengers on the Coral Princess cruise ship (Cases 389 to 392), and 1 (Case 393) was a family member of Case 384. The total number of confirmed cases in the country has now reached 393. Not wearing a mask when entering a post office can result in a maximum fine of NT$15,000, and financial institutions such as banks may follow suit — this is still under discussion.

[Domestic Epidemic Situation]

The Central Epidemic Command Center stated that Cases 389 to 392, along with three other friends and relatives (a total of 7 people), traveled to the United States, Peru, Bolivia, Brazil, and Chile from February 15. They boarded the Coral Princess cruise ship on March 5 from Chile. The cruise ship was originally scheduled to end its journey in Argentina on March 19, but due to border closures in Argentina and other countries, it was unable to dock. As a result, the ship drifted at sea for several days and finally docked at the Port of Miami, Florida, USA, on the morning of April 4. At that time, 12 passengers and 10 crew members on board had already been confirmed infected, with 3 passengers having died.

The Command Center pointed out that the cruise ship carried 1,898 people (1,020 passengers and 878 crew members). On April 7, the Command Center was informed by the Ministry of Foreign Affairs that there were 7 Taiwanese nationals on the ship (i.e., the aforementioned 7 individuals), who would take a chartered flight arranged by the cruise company to the UK and then transfer to a Taiwanese flight to return to Taiwan. To ensure caution, the Command Center immediately contacted the Civil Aeronautics Administration, National Immigration Agency, Centers for Disease Control, airlines, and other units to implement relevant quarantine measures for the 7 individuals. These included wearing masks throughout the flight, appropriate seat separation on the plane (no other passengers seated in the two rows in front or behind), testing upon entry regardless of symptoms, and centralized quarantine for 14 days. When the 7 individuals entered Taiwan on April 11, 5 reported suspected symptoms. Four of them tested positive and were hospitalized in isolation, while three tested negative and continued centralized quarantine. They will undergo a second test and be tested again before quarantine is lifted.

The Command Center stated that Case 393 had been living in the United States for a long time. On March 29, they developed a cough with phlegm, and on April 1, they experienced diarrhea. On April 11, upon entry, they were symptomatic and were sent from the airport to a medical facility for testing, and were confirmed positive today. Their family member (Case 384) had already returned to Taiwan on April 10 and was confirmed positive on April 11. Both had been in contact with confirmed COVID-19 cases in the United States.

[Prevention and Control Regulations]

Following the requirement to wear masks when boarding trains operated by the Taiwan Railways Administration and the Taiwan High Speed Rail, post offices, which also fall under the Ministry of Transportation, have implemented similar rules. Those who enter a post office without a mask and refuse to comply after being advised may be fined between NT$3,000 and NT$15,000.

[Epidemic Statistics]

As of now, a cumulative total of 47,215 cases have been reported (including 42,707 cases ruled out), among which 393 have been confirmed (today’s new Cases 389 to 393). These consist of 338 imported cases and 55 local cases. Of the confirmed cases, 6 have died, 114 have been released from quarantine, and the rest remain hospitalized in isolation. Regarding the special flight returning from Hubei on March 29, all 153 individuals from Hubei have now completed their quarantine and have returned home for 14 days of self-health management. The remaining individuals who returned on the 30th continue to be under close health monitoring at centralized quarantine facilities, with plans to release them from quarantine tomorrow.

The Command Center pointed out that globally, there have been 1,797,314 confirmed cases across 184 countries/regions. The highest numbers of cases are in the United States with 555,313, Spain with 166,019, Italy with 156,363, Germany with 120,479, and France with 95,403. The death toll stands at 113,135, with the most in the United States (22,020), Italy (19,899), Spain (16,972), France (14,393), and the United Kingdom (10,612).
