A serious traffic accident occurs in downtown Hong Kong. Criminal Intelligence Bureau (Counter-Terrorism) Superintendent Yip Kwok-fan (Francis Ng) and Chief Inspector Cheng To (Nick Cheung) arrest a female hacker named Yao Keyi. Security Bureau Superintendent King Chun-yin (Louis Koo) finds their actions suspicious and requests the Police Commissioner to prohibit the two from interfering in the case.
The investigation expands to Myanmar and Spain. Tensions rise between King Chun-yin and Cheng To during their multiple collaborations, while Yip Kwok-fan finds it hard to tell who’s loyal or corrupt. The higher-ups in the police force accuse Yip of distorting facts and suspect many officers have been corrupted for a long time. They decide to investigate a mysterious organization.
