In November 1947, the Ziyue and Wuhua People's Anti-Conscription Brigade was established in Xiaopi Village, Baixi, Zijin County, under the affiliation of the Dongjiang People's Anti-Conscription Brigade. It operated in areas including Fucheng, Baixi, Wushi, Longwo, Yangtou, Shuidun, Zhongba, and Jingzi. The brigade was led by Commander Wen Jingyao and Deputy Commander Cheng Peizhou, and had subordinate squads named Qinglong (Green Dragon), Baihu (White Tiger), Guan Gong, and Huarong.
