The former site of the People's Government of Zijin County is located on Beimen Street in Zicheng Town, Zijin County, and has been rebuilt.

After the Shanghai “April 12” and Guangzhou “April 15” massacres, in order to counter the bloody killings by the Kuomintang reactionaries, the four counties of Haifeng, Lufeng, Zijin, and Huiyang decided to stage uprisings simultaneously on May 1. According to the deployment of Zhang Shanming, Liu Qinxī secretly returned to Zijin County from Shantou on April 18 to organize and lead the armed uprising in Zijin. Liu Qinxī’s secret preparations for the armed uprising in Zijin County were discovered by the local Kuomintang authorities. Due to the changing situation, the County Armed Uprising Committee decided to move the originally scheduled uprising on April 30 forward to the evening of April 26. Around 11 p.m. on the 26th, nearly a thousand members of the county’s peasant army swiftly launched an attack and captured Zijin County, taking Kuomintang County Magistrate Guo Minfa prisoner. On May 1, a workers-peasants-soldiers representative assembly was held, proclaiming the establishment of the People's Government of Zijin County, with Liu Qinxī as chairman and Dai Yaotian as vice-chairman. The People's Government of Zijin County was the first democratic regime in Zijin’s history that represented the interests of the people.

The victory of the “April 26” armed uprising shocked the Kuomintang reactionaries. On May 4, when the peasant army from southern Guangdong was escorting County Magistrate Guo Minfa and others to Haifeng, they were ambushed by bandit Ye Tian at Wushi, and Guo Minfa was taken away. Subsequently, Guo Minfa conspired with Hong Yanxiang, head of the First District, and gathered armed forces from Fucheng, Guzhu, Lantang, and Baipu, together with Kuomintang troops from Huizhou, totaling over 3,000 men, to counterattack Zijin County. Facing this overwhelming enemy threat, to preserve revolutionary strength, the county’s party, government, and military leadership and armed forces voluntarily withdrew from the county seat on May 8 and relocated to the southern part of Zijin County, continuing to lead the revolutionary struggle across the county.

Zicheng Town: A town under the jurisdiction of Zijin County and the location of the county government. In the early years after the founding of the People's Republic, it was called Jincheng Town, belonging to the Fucheng District and the First District. In 1958, it came under the Fucheng Commune; in 1964, it was split into the Urban Commune; and in 1981, Zicheng Town was established. Located in the eastern part of the county, it covers an area of 14.3 square kilometers and has a population of 87,000. The Heyuan-Shantou and Huizhou-Wuhua highways run through the area. It administers four management areas—Chengnan, Xijiao, Chengjiao, and Chengdong—and two neighborhood committees, Anmin and Tonghui.
