The cliff inscription "Fengwei Shuikou Bei" is located at Beishimen in Junying Village, Shuanghua Town, Wuhua County. Its full name is "Edict on Fengwei Shuikou Bei Issued by the Righteous Magistrate Ding Fengdao," carved in the early spring of the 30th year of the Qianlong reign during the Qing Dynasty (1765). It measures 2.58 meters in height and 1.05 meters in width, with a total of 566 characters. The calligraphy is vigorous and classic, with clear strokes. Except for the horizontally carved title, the rest are vertically inscribed. The upper and lower edges are also decorated with unique floral ribbon patterns. The inscription mainly recounts an incident during the Qianlong era of the Qing Dynasty, in which "martial scholar Feng Wuyuan, using outdated deeds from the previous dynasty, fraudulently occupied state-owned mountain land and illegally sold trees in the Fengwei area of Heshuwo." He colluded with unscrupulous merchants from Fengshun County to "illegally cross the border to fell trees for charcoal production and share the profits." After Longhua County (present-day Wuhua) Magistrate Ding Luren conducted an in-court investigation and clarified the matter, he issued a strict ban on the felling of "windbreak and watershed trees in the border areas between Fengshun and Longhua counties, specifically in Junying, Heshuwo, Bengtang, Hetianshui, Shangxiaqi, and surrounding villages." It was prohibited for anyone to "sell or buy without authorization, or forcibly cut trees for charcoal-making," or "use the pretext of collecting from old tablets to cause trouble." The inscription explicitly states: "Should anyone dare to defy this prohibition and show contempt for the stele, their names will be reported immediately to this county office for arrest and severe punishment." "If local officials conceal or fail to report such violations, they will be held equally accountable without leniency."
