Xuejiawan Town was established in August 1990. In August 2005, the new Xuejiawan Town was formed from the former Yaogou Township, Hadaigaole Township, Haizita Town, the entire Xuejiawan Town, as well as six villages from the former Changtan Township and Dongkongdui Town. The town is located in the eastern part of Jungar Banner, Ordos, at the junction of Shanxi, Shaanxi, and Inner Mongolia, situated in the golden triangle area of Hohhot, Baotou, and Ordos. It serves as the political, economic, and cultural center of Jungar Banner. The town covers a total area of 1,365 square kilometers, with jurisdiction over 36 villages, 12 neighborhood committees, and 327 cooperatives. It has a total of 47,558 households and a population of 165,349. The town’s Party Committee oversees 54 Party branches, with a total of 1,738 Party members.

The area is extremely rich in natural resources, particularly known for its high-quality long-flame coal with a calorific value of over 6,000 kcal and kaolin. Originally, there were 54 local coal mines in the town. After resource consolidation, there are now 27 coal mines, producing 10 million tons of raw coal annually. The world-class Heidaigou open-pit mine, with an annual output of 20 million tons of raw coal, is located here, and the Haerwusu open-pit mine is under construction. The town hosts 79 large-scale investment-attracting enterprises, which, once fully operational, are expected to generate 10 billion yuan in output value, 1 billion yuan in taxes and profits, and provide employment for 7,500 people.

The town enjoys highly convenient transportation. National Highway 109 runs east-west, while the Huzhun and Xuewei highways run north-south. The first electrified railway within the autonomous region, the Zhundao Railway, directly connects to Datong City in Shanxi Province. The Huda Expressway, Xuebao Highway, the first phase of the Zhundong Railway, and the Huzhun Railway have all been completed and opened to traffic. This extensive transportation network has made Xuejiawan Town an important transportation hub in the southern part of the autonomous region.

The town has ample power supply, with pithead power plants in the area having a total installed capacity of 2.179 million kilowatts. Postal and telecommunications services are convenient and efficient, with the city telephone installation capacity reaching 28,000 lines, and mobile, Unicom, and PHS users totaling 66,000.

In recent years, the municipal construction of Xuejiawan Town has been continuously strengthened. The built-up urban area has reached 14 square kilometers, with a total construction area of 2.4 million square meters. The public green space in the urban area covers 1.4896 million square meters, and the urban greening coverage rate reaches 14.3%. The town’s road network has formed a “four horizontal, two vertical, one ring” urban layout, ranking first in urbanization level among the seven banners of the city. In 2007, the per capita disposable income of urban residents and the per capita net income of farmers reached 19,000 yuan and 7,100 yuan, respectively. With continuous improvement in economic development and urban construction, the town has been successively named a Well-Off Town and a Billion-Yuan Town of the banner, one of the Top Ten Economic Sumu and Townships of the city, a Cultural Demonstration Town, a Science Popularization Demonstration Town of the autonomous region, one of the Top Ten Civilized Model Urban Towns, an Eight-Star Civilized Town, a Sanitary Town at the autonomous region level, and designated as a National Key Town by six ministries including the Ministry of Construction and the Ministry of Civil Affairs.

Leveraging its convenient transportation, abundant natural resources, and the strong momentum of industrial development in recent years, and based on local realities, the town will follow the overall strategy of “building the town on industry, enriching the town through industry, and strengthening the town with industry” and “promoting agriculture with industry, and boosting rural areas with urban development.” It will continue to intensify efforts in attracting investment, accelerate the development of industrial parks, and actively introduce downstream industries related to coal, kaolin, and calcium carbide such as coal-to-oil, mullite (MC-0), and PVC. By 2010, it aims to achieve a regional GDP of 20 billion yuan and a township-level fiscal revenue of

120 million yuan, with the per capita disposable income of urban residents reaching 22,000 yuan and the per capita net income of farmers reaching 12,000 yuan. The goal is to gradually transform Xuejiawan Town into a new industrialized town with high-tech content, high added value, low pollution, and greater social harmony.
