The First Rural Party Branch in Xing'an, Balagaidai

The First Rural Party Branch in Xing'an, Balagaidai is a national AA-level tourist attraction and a classic red tourism site.

The Balagaidai Office is located 30 kilometers west of the banner government seat, bordering Guiliuhe Town and Halhei Office to the north, adjacent to Guji Office to the west, and connected to Eti Office to the south.

Background of the Event

In June 1946, Song Zhending, Political Commissar of the Northeast Cavalry Corps, and Guanbuzhabu led a work team to Balagaidai Nutug, where they led the masses in a vigorous campaign to reduce rent and interest. Under the leadership of Song Zhending and Jiang Birren, the nutug established a "School for Emancipation," allowing farmers with deep grievances and high revolutionary enthusiasm to participate in studies. The "School for Emancipation" greatly enhanced the class consciousness of the peasants, and a group of proactive individuals who were close to the organization and firm in their beliefs emerged among the masses. Song Zhending and Jiang Birren identified them as key targets for cultivation. After the severe test of the struggle to reduce rent and interest, and with the approval of the Party organization, the first group of rural Party members was developed in a secret room in Xing'an Village on September 1, establishing the first rural Party branch in Xing'an League — the Xing'an Village Party Branch. Li Guofang served as the Party branch secretary, and there were nine farmer Party members.

In the same year, former New Fourth Army cadres Jiang Birren and Pan Zusheng actively mobilized the masses to carry out the campaign to reduce rent and interest. At the time, various "militia groups" clung to the old regime and resisted the revolution, making the situation extremely dire. On September 23, revolutionary martyrs including Jiang Birren sacrificed their lives heroically in the tragedy.

To commemorate the martyrs who sacrificed their lives in the "tragedy," the former Qianqi government built a martyrs' cemetery on the northern hillside of Xing'an Village, Balagaidai Township. In August 1983, Zhang Ce, a member of the Central Advisory Commission of the CPC Central Committee, personally inscribed the martyrs' cemetery to honor the martyrs, express grief, and educate future generations.
