The stele is situated at the mouth of Tanzichang Gully in Anning Township, Jinchuan County, and is accompanied by a stele pavilion. It was built in the 51st year of Emperor Qianlong’s reign during the Qing Dynasty. The stele faces west and overlooks the Dadu River. Its top is domed, featuring a bas-relief of two dragons playing with a pearl. The main body of the stele is rectangular, with the front inscribed in Chinese, recounting a historical overview of the pacification of Jinchuan and the Battle of Horlay—totaling 447 characters. The back of the stele is inscribed in Manchu and Tibetan, mirroring the content of the front in Chinese. The stele stands 4.50 meters tall, 2 meters wide, and 1.30 meters thick. Beneath it is a tortoise-shaped base, which is 0.80 meters high, 4.30 meters long, and 2 meters wide. The stele is protected by an outer pavilion. This pavilion has a square layout, spanning 8.30 meters in both width and depth, with three bays and four pillars.

Protected area: An extension of 15 meters beyond the current perimeter wall, and 20 meters outward from the main gate of the stele pavilion.

Anning Town: A township under the jurisdiction of Jinchuan County. Established as Chonghua Town in 1936, it was renamed Anning Town in 1951, changed to a township in 1958, converted to a commune in 1966, and reinstated as a township in 1984. Located in the southern part of the county, it lies 20.5 kilometers from the county seat. Covering an area of 161.7 square kilometers, it has a population of 4,000. The Shudan Highway passes through the town. It governs five village committees: Anning, Mememzha, Bajiaodiao, Tanzichang Gully, and Anning Township Pasture. The main agricultural products are corn, wheat, and highland barley. Cash crops include rapeseed, etc. Within the area stands an imperial stele from Emperor Qianlong’s reign.
