The Hainan Academy of Painting and Calligraphy was established in 1989 with the approval of the Publicity Department of the Provincial Party Committee and the Provincial Establishment Office. Originally named the Hainan Painting Academy, it was renamed the Hainan Academy of Painting and Calligraphy in 1997 due to the need for business expansion. It is a full-time, self-funded public institution at the division level under the Hainan Federation of Literary and Art Circles. Its responsibilities include conducting research and creation in the fields of painting and calligraphy, organizing large-scale painting and calligraphy art events, and undertaking other tasks assigned by higher authorities.

Currently, the academy employs over 60 painters and calligraphers, all of whom are elite experts in the province’s art scene. The academy has an Art Committee, an Office, an Academic Department, and an Exhibition Department. It boasts a high-standard exhibition hall and studio space totaling more than 1,500 square meters, with a total exhibition line of 350 meters, suitable for hosting various types of art and related exhibitions.

As one of the earliest-established academies of painting and calligraphy in Hainan, over the past decade the academy, under the leadership of its directors, has worked hard to establish itself, develop steadily, maintain integrity, strive for progress, and work diligently without complaint. It has raised funds independently to actively organize various public welfare activities such as painting and calligraphy exhibitions and creative workshops, achieving fruitful results and generating a positive social impact. It has successively hosted events including the "First International Biennial of Painting and Calligraphy," the "Second International Biennial of Painting and Calligraphy," the "First Biennial of the Hainan Academy of Painting and Calligraphy," the "2003 Hainan Academy of Painting and Calligraphy Collection Exhibition," the "National Masters’ Painting and Calligraphy Invitation Exhibition," and the "Hainan Painters’ Fine Works Exhibition." It has also published works such as the "Hainan Academy of Painting and Calligraphy Collection" and the journal "Hainan Painting and Calligraphy." Additionally, it has organized solo exhibitions for influential senior, mid-career, and young painters and calligraphers from Hainan and other provinces. The academy has held multiple large-scale theoretical seminars such as "The Grand Trends of Chinese (Hainan) Painting and Calligraphy." These efforts have played a positive role in inheriting the treasures of Chinese painting and calligraphy art and exploring regional painting and calligraphy styles. The organization of artists' works for major national exhibitions such as the "National Painting Academies Biennial" has yielded outstanding results. The academy has also facilitated art exchange activities, providing a platform for learning, reference, and communication within the province’s painting and calligraphy community, exerting a profound influence on the development of painting and calligraphy arts across the province and earning praise from the art world.

To inspire artistic creativity and enhance the cohesion of the painting and calligraphy community, the academy frequently organizes artists to visit cities, counties, major factories, schools, and military units to engage in networking, art exchanges, lectures, and performances. The academy's artists use their talents to contribute to society, achieving visible accomplishments in the development and popularization of painting and calligraphy art, earning widespread acclaim from all sectors of society. In addition, the artists actively participate in charity events such as earthquake relief, Project Hope, and poverty alleviation through art auctions, with all proceeds donated free of charge to relevant departments, receiving broad praise from society.
