Legend has it that long ago, the Li River was very narrow. The Dragon King of the East Sea, having heard of this beautiful river, wanted to visit it and sent General Golden Turtle to widen the riverbed. However, General Golden Turtle, who often acted arrogant due to his age, did not take the task seriously and was somewhat deaf and nearsighted. The Dragon King told him to make the river "wider," but he misheard it as making it "more winding." So he waved his four large feet, left and right, making the Li River twist and turn into 360 bends and 360 and a half shoals. The Dragon King was furious and ordered him to flatten the shoals to atone for his mistake. But he misheard again—the Dragon King said "flatten the shoals," but he thought it was "climb the mountain"—so he kept climbing up the mountain. The Dragon King thought General Golden Turtle had deliberately caused trouble, and in anger, punished him by turning him into a stone turtle, forever climbing the mountain.
