In the spring of 1927, the peasant movement in Pingnan County was surging. Li Xiuzhi, executive member of the preparatory committee of the county peasant association, led peasants from 11 townships in Laowu District to establish the Laowu District Peasant Association. After the Nanchang Uprising, Ning Peiying, a member of the Guangxi Regional Committee, led a group of revolutionary youths from Rongxian, Guiping, and other counties to Pingnan County’s Xinlong, where they joined forces with Chen Ping, who had been sent by the Guangdong Provincial Committee. Based in Laowu District, they actively recruited party members, built organizations, expanded armed forces, and promoted land revolution and the Soviet movement. In December 1927, Ning Peiying dispatched Chen Ping to lead an armed assault on the Pingshan Regiment Bureau, achieving the first victory of the uprising. They then prepared to organize 2,000 people for an armed rebellion. On January 18, 1928, Ma Yihan, the magistrate of Pingnan County, acting on secret orders from the Kuomintang Guangxi Provincial Party Department, gathered 1,200 soldiers to attack Laowu District. Ning Peiying and Chen Ping used the Xincheng Canzan Temple as their command post and led troops to resist the enemy, fighting fiercely for three days and two nights. On the afternoon of the 20th, the enemy deployed mountain artillery to bombard the position. Li Xiuzhi and a number of fighters were killed in battle, while Ning Peiying and Chen Ping were captured and later executed heroically. Over 40 peasant soldiers died in this battle, including 15 Communist Party members. The Laowu Uprising was an armed struggle led by the Guangxi Regional Committee of the Chinese Communist Party in response to the Guangzhou Uprising.
The Martyrs' Cemetery of the Laowu Uprising is located on the southern slope of the Dayiong Mountain Range, 45 kilometers east of the county seat, behind the New Long Village Committee in Xinlong Town, Simian County, at the junction of Pingnan, Tengxian, and Rongxian counties. A 10-meter-high monument stands in the cemetery, inscribed with “The Martyrs of the Laowu Uprising Live Forever.” At the top of the monument is engraved “Their Noble Spirit Lives On.” The rear wall features over ten stone tablets inscribed with poems and calligraphy by veteran revolutionaries and leaders of Guangxi. The pillars of the memorial arch are inscribed with a couplet: “Xinlong’s stronghold bears witness to heroes’ extraordinary deeds shining brighter than the sun and moon; the Laowu Uprising’s martyrs wrote history with their heroic blood.”
The protected area and construction control zone are defined as a semicircle with a radius of 15 meters centered on the monument, extending 18 meters to the left and 20 meters to the right along the axis from the monument to the steps, 9 meters from the village committee in front, 6 meters from residential buildings, and 17 meters from the street directly ahead. The control zone shares the same boundaries as the protected area.
