Xianghe County Agricultural High-Tech Park

Xianghe County Agricultural High-Tech Park is a provincial-level agricultural high-tech park recognized by Hebei Province in September 1997. It has a total planned area of 13.33 square kilometers and is located on both sides of the Shuang’an Highway in Xianghe County, 55 kilometers from Beijing and 67 kilometers from Tianjin. The development goal of the Shuang’an Agricultural High-Tech Park is to build a modern agricultural high-tech park that integrates technology development, production and processing, commodity circulation, information exchange, and sightseeing tourism. The park has been planned with “six zones and one base,” namely: the forestry and fruit planting zone, ginkgo planting zone, facility agriculture zone, livestock breeding and processing zone, trade market service zone, and demonstration zone for high-quality crop varieties, as well as a high-tech agricultural product development base. Additionally, a 5,000-mu experimental zone and a 15,000-mu radiation zone have been planned.

The park officially commenced construction in March 1998. In terms of infrastructure, over 15 million yuan has been invested to carry out high-standard development of water, soil, forests, fields, roads, and electricity across the entire area, achieving the “four connections and one leveling” of water, electricity, roads, and communication. In terms of operational management mechanisms, the park implements the “four systems in parallel,” namely investor proprietorship, corporate operation system, technology promotion contract system, and farmer linkage contract system. Regarding land use methods, a compensated land transfer, contracted leaseback system has been adopted.

Over 50 modern agricultural projects have been introduced, including those from Gaoshi Agriculture Co., Ltd., Oriental Flowers Co., Ltd., Shanhe Green Food Co., Ltd., and Tiandi Xinshengli Biotechnology Co., Ltd., with a total investment of 170 million yuan, an annual output value of 240 million yuan, and profits and taxes of 20 million yuan. The radiation zone has expanded to 10,000 mu. Facility agriculture has developed to cover 3,000 mu, forming three major industries: vegetables, flowers, and forestry and fruits.

More than 100 premium, high-quality, new, and special varieties such as Simbilan, tetraploid black locust, and German asparagus have taken root here. Over 30 advanced technologies with domestic and international leading levels have been applied here, including factory seedling cultivation, cloned orchids, and bio-organic compound fertilizer chelation. More than 20 well-known experts from China and abroad, such as Dr. Hu Lin from China Agricultural University, Researcher Cai Yongping from the Chinese Academy of Sciences, and Professor Bian Xiuju from Hebei Agricultural University, have been employed by the park to showcase their talents. After several years of rapid development, the agricultural park has become a cradle for the county’s distinctive and high-quality agriculture, as well as an effective platform for developing eco-agriculture, sightseeing agriculture, water-saving agriculture, and leisure agriculture. It has driven the overall improvement of the county’s agricultural quality.
