Fan'an Village is located in the urban area of Qingyun County, Dezhou City, covering an area of 1,140 mu.

Leveraging its geographical advantages, the village has vigorously developed the tertiary industry and collective economy. It has successively established a construction company, an auto repair shop, a flour mill, a hotel, a gas station, and a vegetable wholesale market, with collective funds exceeding ten million yuan. In 1998, to expand development space, the village conducted on-site investigations in Yiwu, Linyi, Shijiazhuang, and other places. After gaining experience from advanced regions, it invested 46 million yuan in 1998 to build a small commodities city, 50 million yuan in 1999 to build a liquor and non-staple food city, and another 15 million yuan in 2000 to establish the Xingsheng Industrial Park and Julong Processing Street. In 2002, as part of the old city renovation, it invested 36 million yuan to build a plastic and sundries market and 20 million yuan to construct buildings along Kaiyuan Street. The current collective assets of the village have reached 48 million yuan.
