The Former Site of the Hunan-Hubei-Jiangxi Provincial Soviet Government is located at Wangjiawu by the bridgehead in Xianyuan. The site faces west and is built with brick and wood in a traditional residential style, featuring firewalls. It consists of two connected buildings aligned north-south, with two courtyards front and back, totaling four halls and twelve rooms, covering an area of 1,023 square meters.

On April 12, 1932, the Hunan-Hubei-Jiangxi Provincial Soviet Government, together with the Hunan-Hubei-Jiangxi Provincial Committee, relocated from Xiushui Shangshan to Wanzi Xiaoyuan. To this day, the words “Marx Road” and “Lenin Road” written back then can still be found on the southern building of the provincial Soviet site.

After the provincial Soviet government settled in Xiaoyuan, its first Executive Committee meeting was held on May 4, 1932. The meeting discussed and analyzed the current situation and passed a work plan. Subsequently, the provincial Soviet issued a series of orders and decrees, providing guidance and regulations on issues such as judicial affairs, education, land, health, food supply, and taxation. In August, the second Provincial Congress of Workers, Peasants, and Soldiers was held at Hanjia Ancestral Hall in Qiaojia Mountain, Xiaoyuan, where 11 resolutions were passed on issues including land and the Red Army. A second Executive Committee of 27 members was officially elected, with Wang Xiande as chairman, and Peng Dehuai and Liu Jianzhong as vice chairmen. On October 19, 1933, the provincial Soviet held the third Provincial Congress of Workers, Peasants, and Soldiers in Yangguidong, Xiaoyuan, reviewing the work of the past year and passing resolutions on Soviet construction, Red Army development, economic growth, financial planning, and anti-counterrevolutionary efforts. A third Executive Committee was elected.

During its time in Xiaoyuan, the provincial Soviet issued a series of important laws and regulations, and established facilities such as an armament factory, mint, garment factory, workers’ and peasants’ bank, Red hospital, Lenin school, and Red Army sanatorium. It developed both military and civilian industries in the Soviet area and successfully countered the enemy’s economic blockade. During this period, all undertakings in the Soviet area flourished, and the Hunan-Hubei-Jiangxi base area grew and strengthened. By 1933, it governed nearly 30 border county Soviets, marking the most prosperous period of the base.

After the failure of the fourth encirclement campaign, the Kuomintang gathered a large force again in December 1933 to besiege Xiaoyuan. In January 1934, the provincial Soviet government, along with the provincial committee, withdrew from Xiaoyuan and moved to Tonggu and Youju areas.

Xianyuan Township: Xianyuan Township is located in the northwest of Wanzi County, about 45 kilometers from the county seat. The area features a long, narrow mountainous terrain, with higher elevation in the north and lower in the south. The northern end is home to the county’s highest peak—Huangpijian, which stands at 1,182.1 meters above sea level. The township covers a total area of 167 square kilometers, including 23,600 mu of cultivated land and 200,000 mu of forested land, with a forest coverage rate of 85%. It governs 8 administrative villages, 1 neighborhood committee, 147 villager groups, and has a population of 17,590 across 5,140 households.
