Former Site of the First County Party Congress of WanZai County
The former site of the first county party congress of WanZai County is located at Zhangjia in Yanwangzhai, 3 kilometers northwest of Xinhua Village in the southwest of Chixing Township. The building faces south with a north orientation, features an earth-and-wood structure typical of civilian residences from the Republican era, has a tiled roof with front and rear gables, and includes lattice windows. On the wall under the eaves at the entrance, lime-written slogans such as “Armed Defense of the Soviet Union” and “Workers and Peasants--” are preserved. On the central back wall of the main hall, there is also a portrait of Karl Marx along with inscriptions reading “Leader of the Revolution” and “Expand Cultural Propaganda.” The entire structure covers an area of 132 square meters and remains well-preserved.
In early 1930, with the successive victories of the “March 18th” and “Red May” uprisings, the influence among the masses grew steadily, the revolutionary situation developed rapidly, and the Party organization in WanZai County continued to expand and strengthen. By May of that year, the county had established 6 district Party committees, 4 special branches, 150 general branches, and had 2,115 Party members. In order to strengthen the Party’s leadership and ensure that its work adapted to the new revolutionary situation, the First County Congress of the Communist Party of China in WanZai County was held at the end of May 1930. Over 60 delegates attended the congress. Its primary tasks were: to analyze the international and domestic revolutionary situations at the time, to summarize the experiences and lessons of the two years of revolutionary struggle, to define the struggle tasks and strategic policies for the county’s Party organizations, to elect the first County Committee, and to formally establish the Communist Party of China WanZai County Committee.
The congress pointed out that with the development of the world revolutionary situation, the movements of workers, peasants, and students in China were erupting continuously, the agrarian revolution was gradually deepening; the rapid growth of the Red Army and the expansion and consolidation of the Soviet areas fully demonstrated that the revolutionary situation had entered a “period of mature revival.” The revolutionary struggle in WanZai had also moved toward direct revolutionary action—armed uprising to seize political power.
Accordingly, the congress identified the current strategic line and central task for the county’s Party organizations as: intensifying efforts to unite, organize, educate, and arm the masses, consolidating and concentrating all revolutionary forces, and mobilizing workers, peasants, and soldiers—the toiling masses—to launch local uprisings under central slogans such as “We Want Food,” “We Want Land,” “We Want Freedom,” and “We Want the Eight-Hour Workday,” in order to overthrow the local Kuomintang regime of landlords and gentry, establish Soviet power, and contribute to the overall victory of border region uprisings. The congress emphasized that to carry out this sole central task, all work must center on organizing armed uprisings.
The congress lasted five days and passed resolutions including the “Political Issues Resolution,” “Organizational Issues Resolution,” “Propaganda Work Resolution,” “Soviet Work Resolution,” “Military Work Resolution,” “CY Work Resolution,” and “Land Issues Resolution.” It elected five members to the first County Committee Executive: Xin Keming, Su Fangren, Huang Jichu, Pan Yimin, and others, along with two alternate executive members.
