The Former Site of the CPC Xiande Working Committee is located at Shipaidou, Xiazhou Community, Duwei Town, Xianyou County, Putian City.

To adapt to the rapidly developing situation of the national liberation war and to prepare for the advance of the People's Liberation Army southward, the CPC Central Fujian Regional Committee held an expanded cadres' meeting in Xiwaiyang, Yuxi, Fuqing in late January 1949. Attending the meeting were over 70 persons in charge of party organizations and guerrilla forces from the subordinate counties, with the meeting chaired by Lin Runan, Deputy Secretary of the Regional Committee. The meeting studied and determined several main tasks, including further mobilizing the masses, opening grain stores to aid the poor, expanding the guerrilla forces, and raising funds, food, and supplies. The meeting also decided, in accordance with instructions from the Fujian-Zhejiang-Jiangxi Provincial Committee, to rename the Central Fujian Regional Committee as the Central Fujian Working Committee. The Central Fujian Working Committee decided to reorganize the party organizations of the subordinate counties into five county committees and five county working committees. Since Mao Piao, Secretary of the Dehua County Working Committee, was being hunted by the local Kuomintang authorities and could not return to Dehua to assume leadership duties for the time being, the Dehua County Working Committee was merged with that of Xianyou. In February 1949, the CPC Xi (Xianyou) De (Hua) Working Committee was established at Lishan Middle School in Shipaidou, Duwei, Xianyou, with Liu Zuozhou and Mao Piao serving as secretary and deputy secretary, respectively. After the establishment of the Xiande Working Committee, six district working committees were successively set up, namely those of Fengting, Cixiao, West, Urban, East, and Southeast districts, with guerrilla organizations established in each district in succession. In late April of the same year, in order to unify the command of its more than 10 guerrilla forces, the Xiande Working Committee decided to establish the Xiande Guerrilla Command at Lishan Middle School, with Liu Zuozhou serving as commander and political commissar, Zheng Tingshi as deputy commander and deputy political commissar, Xie Bing’ao, Xu Chunsu, and Lin Chunnian responsible for organization, military affairs, and security work, respectively, and Liu Zongfu and Zheng Yuanmei in charge of logistics. After its establishment, the Xiande Guerrilla Command organized guerrilla forces to attack Kuomintang police stations, local self-defense teams, and to break into grain stores and distribute grain, dealing heavy blows to the grassroots Kuomintang regime and playing an important role in welcoming the liberation of Central Fujian. In June of the same year, the Xiande Guerrilla Command moved its more than 350 guerrilla troops to the headquarters of the Central Fujian Detachment in Dayang, Putian, for reorganization and training, and was restructured as the Xiande Guerrilla Brigade, after which the Xiande Guerrilla Command was disbanded.

On August 17, 1949, Fuzhou was liberated, shocking the Kuomintang regimes across Fujian. On August 20, Song Qinglie, the Kuomintang magistrate of Xianyou County, fled in panic. Subsequently, Peng Chao, head of the county security bureau, led a squadron to Putian to surrender to the Central Fujian guerrillas. Thereafter, the Kuomintang regime in Xianyou County completely collapsed. On August 25, the Xiande Working Committee led the guerrillas into the county town to take over the government, and Xianyou was declared liberated. At the end of August, the Central Fujian Regional Committee appointed Liu Zuozhou as Secretary of the CPC Xianyou County Committee, Mao Piao as County Magistrate of Xianyou County People’s Government, Mao Cai as Commander of the County Brigade, and Lin Chunnian as Director of the County Public Security Bureau.

Lishan Middle School, the former site of the CPC Xiande Working Committee, was built during the Republican era. It was renamed Duwei Middle School in October 1969, and the original school buildings such as the teaching building have all been rebuilt. The current campus covers an area of 2,000 square meters.

Xiazhou Community: The Neighborhood Committee of Xiazhou Community is located at the foot of Liba Fortress Mountain, a revolutionary base, at the junction of the Xianyong and Dufeng highways, about 1 kilometer from the town government. It borders Shengshan Village to the east, Yangban Village to the west, Du Feng Community to the south, and Zhongfeng Village to the north. The Mulan River flows through the area. It serves as the exit point of the Xianyou Mountain Loop Highway and the entrance to the pumped-storage power station, making it a transportation hub and the cultural center of Duwei Town.
